Tanzania Enhances Preparedness for Marburg Virus Disease (MVD) Outbreak Through Simulation Exercise

Dodoma : In light of a recent Marburg Virus Disease (MVD) outbreak in neighbouring Rwanda, Tanzania has ramped up its efforts to prepare for potential outbreaks of the deadly virus. To evaluate and improve the country’s preparedness, the  World Health Organization (WHO) in collaboration with the Ministry of Health and other partners, organized a tabletop simulation exercise to test the National Multi-Hazard Emergency Response Plan and the National MVD Contingency Plan.

The exercise saw the participation of 40 individuals from various sectors involved in emergency response at the national, regional, and district levels. The simulation assessed the functionality, comprehensiveness, and practical applicability of Tanzania’s existing response mechanisms to a Marburg virus outbreak.

Tanzania experienced its first outbreak of Marburg virus disease (MVD) in March 2023, which was swiftly and timely managed. It was declared over on May 31, 2023, after eight confirmed cases and one probable case were reported. The One Health Catalyst Officer at World Health Organization, Ms Pelagia Muchuruza indicated, “This tabletop exercise is a vital step in strengthening Tanzania’s preparedness for Marburg Virus Disease. Through prior experience in managing deadly outbreaks collaborative efforts and rigorous testing of response plans, we ensure that the country is equipped with the necessary tools and coordination mechanisms to respond swiftly and effectively to any potential outbreak including Marburg. WHO remains committed to supporting Tanzania in its efforts to safeguard public health and protect communities.”

The exercise revealed important insights into the country’s current preparedness. Participants reviewed the 2024 National Multi-Hazard Emergency Response Plan and the National MVD Contingency Plan, identifying both strengths and gaps in the country’s ability to respond effectively. Key gaps included the need to involve additional sectors such as Points of Entry, Trade, and Wildlife in the response framework. The exercise also highlighted the importance of improving the dissemination of critical response documents through more widespread training and simulation exercises.

Flora Mkongwi, a participant from Dodoma Referral Regional Hospital, shared her thoughts on the exercise: “This tabletop simulation has been an eye-opener. It has given us the chance to see how these key documents translate into action during a real outbreak. By practicing our roles and identifying gaps, we are better prepared to protect our communities in the event of a Marburg Virus Disease outbreak.”

Tanzania’s readiness assessment in October 2024 had indicated a 58% preparedness level for coordinating a response to an outbreak, with a particular focus on improving the implementation of the Incident Management System (IMS). The simulation exercise underscored the importance of having well-tested operational documents, such as Standard Operating Procedures (SOPs), response plans, and communication protocols, to ensure a streamlined and effective response in times of crisis.

The results of the simulation exercise, including best practices and areas for improvement, will be shared with stakeholders across the country to strengthen Tanzania’s overall health response system. This initiative is part of ongoing efforts to enhance operational readiness and ensure that Tanzania is prepared to effectively manage any potential MVD outbreaks in the future.

As the country continues to build its capacity for responding to highly infectious disease outbreaks, the collaboration and knowledge-sharing fostered through such simulation exercises play a crucial role in ensuring that Tanzania’s health system is equipped to protect its population during public health emergencies.

Korea supports WFP with $5m to cushion drought-affected families

The United Nations World Food Programme (WFP) has received a US$ 5 million contribution (over 80 million Ghanaian cedis) from the Republic of Korea to provide lifesaving food and nutrition assistance to 187,000 people affected by drought in northern Ghana.  

This contribution comes amidst soaring food prices, exacerbated by large-scale crop and livestock production losses due to extended weeks of reduced rainfall in northern Ghana.  

A joint statement by the Republic Korea and the WFP said the intervention would enable the WFP to provide emergency cash transfers to 187,000 Ghanaians among those struggling to feed themselves as a result of food price increases, low seasonal production, and earlier than normal depletion of households’ food stocks.  

A report from the Northern Regional Department of Agriculture reveals that a total of 460,784 hectares of farms, representing 60 per cent of the region’s cultivated land, have been affected by prolonged dry spell.  

The most affected areas include Bono, Bono East, Oti, Northern, North-East, Savannah, Upper East, and Upper West, with an estimated one million people, around 3 per cent of the total population impacted.  

Madam Aurore Rusiga, WFP’s Country Director and Representative in Ghana, said the prolonged dry spell in northern Ghana had created an urgent need for support among affected families.  

She the soaring inflation and currency depreciation had plunged the families into “crisis within a crisis”.  

“WFP appreciates the unwavering support from the Republic of Korea. Together with the Government of Ghana, we are committed to ensuring that the most affected families have access to diverse and sufficient food until the next harvest season. This contribution is a lifeline for many and a testament to the power of international solidarity,” Madam Rusiga said.  

Mr Park Kyong Sig, Ambassador of the Republic of Korea to Ghana, said Korea was a steadfast friend of Ghana, and pledged the country’s commitment to support Ghana in times of hardship.  

“This contribution is part of the pledge made by the Government of the Republic of Korea, as a founding member of the Global Alliance Against Hunger and Poverty, to support the Republic of Ghana.  Our contribution shows that the Republic of Korea is a steadfast friend of Ghana, standing side by side even in times of great hardship,” he said.  

In Ghana, the WFP supports the country’s economic self-reliance by providing technical assistance and building strategic partnerships that help improve nutrition, food systems, social protection, and social cohesion.  

In Ashanti and Bono regions, the WFP works with two agro-processing companies that produce specialised nutritious foods, helping WFP and partners fight hunger in crisis-hit countries in the region.  

EBID President underscores crucial role of Development Finance Institutions in Africa’s development

Dr George Agyekum Donkor, President/Chairman, Board of Directors of the ECOWAS Bank for Investment and Development (EBID), has highlighted the importance of Development Finance Institutions (DFIs) in expanding capital to finance economic growth.   

A statement issued by EBID, copied to the Ghana News Agency, said Dr Donkor made the remarks during a series of public lectures on the topic “Shaping Africa’s Development Finance Landscape: Challenges and Prospects” held at the University of Development Studies (UDS) School of Business in Tamale, Ghana.   

Addressing the financing constraints faced within capital markets, the President of EBID pointed out that where private credit might struggle in response to economic crises, DFIs were able to provide long-term financing for investment projects.   

In this regard, he cited examples of the significance of DFIs for governments desirous of reviving failing industries and stimulating economic recovery, especially in the wake of the multiple adverse global shocks.   

“DFIs play significant roles in the growth and development of emerging and developing economies. They are crucial in fostering market expansion, reducing risk, and opening doors for other investors to access untapped markets,” Dr Donkor said.   

He added that “Over the years, EBID, as the premium DFI in West Africa, has become a key lever for transforming West Africa through financing major ECOWAS projects and programmes across the priority sectors of the economies of ECOWAS.”   

He called for policy considerations, including establishing robust corporate governance mechanisms within DFIs, comprehensive risk management systems, and solid monitoring and evaluation systems to maximise their impact on the African economic landscape.   

The lecture also explored innovative financing solutions, such as green funds, and strategies to position Africa as the emerging investment frontier while moving forward with the Sustainable Development Goals (SDGs) and Africa Union Agenda 2063.

GCB Capital Launches Golden Eagle Unit Trust to Simplify Investments

GCB Capital Ltd, the investment banking subsidiary of GCB Bank PLC, has launched an investment product, the Golden Eagle Unit Trust, at a ceremony held at the Movenpick Ambassador Hotel in Accra. This innovative product is designed to provide both retail and institutional investors with a simple, accessible, and secure avenue to grow their funds.

The Golden Eagle Unit Trust is an open-ended collective investment scheme that invests in a diversified portfolio of domestic and offshore securities, aligning with the Securities and Exchange Commission’s (SEC) Capital Market Master Plan (CMMP). This Plan aims to position Collective Investment Schemes as the default choice for retail investors with funds below GHS100,000.00.

The Fund’s Initial Public Offering (IPO) targets to sell 500,000 units at an initial price of 1 Ghana cedi per unit. Investors can begin with a minimum purchase of 100 units (i.e. GHS100) and in multiples of GHS10 beyond that. The IPO, which opened on December 5, will run until January 9, 2025.

Kofi El-Awuku, Managing Director of GCB Capital Ltd, emphasised the importance of the Golden Eagle Unit Trust in addressing challenges in Ghana’s investment landscape. “What we have gathered here to do today is a reflection of our commitment to simplifying investments, providing easy access to everyone, and contributing to deepening the financial markets in Ghana,” he stated.

Deputy Director-General (Legal) of SEC, Deborah Mawuse Agyemfra, praised the initiative, highlighting its alignment with SEC’s regulatory efforts to strengthen Ghana’s domestic capital markets. She reaffirmed the regulator’s dedication to investor protection and market development, underscoring the rigorous approval process for new products to ensure transparency and safeguard investors’ interests.

A Vice President of GCB Capital, and Head of Fund Management, Akyaa Osei, assured stakeholders of the Fund’s accountability and transparency, noting, “The Fund will be valued daily, enabling managers to share timely market information, provide liquidity daily, and ensure that clients can easily enter or exit.”

The event was climaxed with a product unveiling led by the Board Chairman of GCB Capital Ltd, Socrates Afram, supported by another Board member, Sam Aidoo, the Deputy Director-General (Legal) of SEC Deborah Mawuse Agyemfra and the Managing Director of GCB Capital Ltd, Kofi El-Awuku.

Zambia: African Development Bank grants loan of $108 million to strengthen economic governance

The African Development Bank's financial support for Zambia aims to increase private sector participation in the economy, with a particular emphasis on agro-industrial development and climate-smart investments

The Board of Directors of the African Development Bank Group (www.AfDB.org) approved a loan of $108 million to Zambia for an initiative aimed at strengthening the country’s economic governance and implement reforms in key public sectors.

The funds allow the implementation of the Fiscal Sustainability and Economic Resilience Support Programme which is a key pillar in efforts to build a resilient and diversified Zambian economy.

“This is a multi-sectoral programme designed to improve fiscal sustainability and increase private sector participation in the economy, with a particular emphasis on agro-industrial development, climate-smart investments, including public-private partnerships, and the development of micro, small and medium enterprises,” said Raubil Durowoju, the African Development Bank’s Country Manager for Zambia.

This is a multi-sectoral programme designed to improve fiscal sustainability and increase private sector participation in the economy

The programme targets improving the generation of domestic revenue via support for the implementation of several measures: the roll-out of the electronic “smart invoice” solution and registration of 12,000 taxpayers liable for VAT, and the country’s membership of the Global Forum on Transparency and Exchange of Information for Tax Purposes. The project will also support the efficiency and transparency of public spending by backing the public investment management strategy to further boost the public investment management framework.

In addition, the programme intends to stimulate agro-industrial development for economic growth by lending support to the agricultural mechanisation strategy implemented by the Ministry of Agriculture, and the establishment of ten mechanisation centres. The objective here is to improve agricultural productivity, increase production and supply national and international markets, by making equipment available for hire to farmers who do not have access to it. This would enhance the diversification from the reliance on mining industry.

The project will also provide support to the ministry through a financing mechanism for sustainable agriculture. It will disburse at least 257 million kwachas (about $9.4 million) for the 2023-2024 agricultural season. This is a market-based initiative – administered by the private sector through financial institutions – which provides tailored funding in the form of agricultural inputs to the farming sector, particularly to small and medium-sized farmers who have limited access to affordable finance.

As of 30 November 2024, the African Development Bank Group’s active portfolio for Zambia comprised 24 projects totalling $872.3 million.

Key Figures Behind Akufo-Addo Daughters’ US$108 Million Ambulance Scandal Leave Ghana Ahead of December 7 Elections

In a shocking development, Samuel Okudzeto Ablakwa, Member of Parliament for North Tongu, has disclosed that three key figures implicated in the controversial US$108 million ambulance procurement deal involving President Akufo-Addo’s daughters have left Ghana. This revelation comes days after the December 7, 2024, presidential and parliamentary elections.

Samuel Okudzeto Ablakwa, a proud Ghanaian and Pan-Africanist, serves as the Member of Parliament for the North Tongu Constituency. He is also the Chairman of the Committee on Assurances and a former Deputy Minister at the Ministry of Education and the Ministry of Information in Ghana.

The individuals named are Stephen Okereke Elendu Kalu Okoro, Frank Agyekum Boateng, and Vivian Oppong Kyekyeku, all of whom played significant roles in the alleged sweetheart deal. According to Hon. Ablakwa’s detailed Twitter exposé, these individuals fled the country under suspicious circumstances:

Stephen Okereke Elendu Kalu Okoro

Stephen Okoro, described as a longtime business partner of Gyankroma Akufo-Addo and Edwina Akufo-Addo, departed Ghana on November 27, 2024. He left through Kotoka International Airport aboard British Airways flight BA2066, bound for Gatwick, UK. Immigration records confirm that Mr. Okoro presented both Nigerian and Ghanaian passports during his departure. Okoro is a director of Elok Consult and Services Limited, a company reportedly single-sourced to import overpriced ambulances as part of the controversial Akufo-Addo daughters ambulance scandal.

Earlier investigations revealed that Elok Consult and Services Limited was on the verge of receiving an additional US$34.9 million payment for spare parts—an expenditure authorized without parliamentary approval by the outgoing Finance Minister, Ken Ofori-Atta. Mr. Okoro is also linked to companies SFO Initiatives Limited, Goodbox Limited, and Good Grow Limited, all co-registered with Gyankroma and Edwina Akufo-Addo.

Frank Agyekum Boateng

Frank Agyekum Boateng, another critical player in the scandal, reportedly left Ghana on November 26, 2024, a day before Mr. Okoro. His destination was Washington, USA, aboard United Airlines flight UA3010. Immigration records indicate he traveled with a Ghanaian passport. Boateng is a director of BEFT Engineering, a company allegedly incorporated solely to facilitate the inflated ambulance deal.

Vivian Oppong Kyekyeku

Vivian Oppong Kyekyeku, connected to Luxury World Auto Group Limited, reportedly left Ghana earlier on August 31, 2024, following Hon. Ablakwa’s initial exposé and subsequent criminal complaint to the Office of the Special Prosecutor. Kyekyeku used Delta Airlines flight DL157 to New York, presenting both Ghanaian and US passports at immigration. She has not returned to Ghana since her departure.

Ongoing Investigations and Calls for Accountability

Hon. Ablakwa emphasized that these departures are part of a broader scheme to evade justice. He assured Ghanaians that efforts are underway to track the fugitives in collaboration with international partners. “They can run but they surely can’t hide. Judgment day has come,” Ablakwa declared.

The Auditor-General’s report on the $108 million ambulance deal highlighted multiple irregularities, raising concerns about corruption and abuse of public funds. As the investigation continues, Ablakwa reiterated his commitment to ensuring that those responsible face the full force of the law.

Public Reaction

The exposé has sparked outrage among Ghanaians, with calls for immediate action from the Office of the Special Prosecutor and other law enforcement agencies.
