Afenyo-Markin withdraws the anti-gay bill’s planned changes.

Alexander Afenyo-Markin, the Deputy Majority Leader of Parliament, has withdrew his suggested changes to the law that would have promoted appropriate human sexual rights and Ghanaian family values.

This comes after the House rejected two measures that called for community service to be used in lieu of jail time for those found guilty of LGBT-related offences.

Additionally, Alexander Afenyo-Markin retracted his proposed proposal, which called for post-conviction obligatory therapy on human sexual rights and Ghanaian family values.

From the moment it was initially presented in Parliament, the anti-gay measure has generated controversy. Human rights organisations have stated that the measure will infringe on Ghanaian LGBT people’s rights.

On Thursday, February 8, Parliament approved a three-to-five-year jail term for individuals who intentionally promoted or sponsored LGBTQ+ activities.

Those caught in the act could face a minimum of 6 months and a maximum of 3 years in prison.

During the amendment process of the bill promoting proper human sexual rights and Ghanaian family values, Mr. Afenyo-Markin argued that punitive measures would not contribute to the rehabilitation of the offenders.

He expressed concern about the state of the country’s prisons and their inability to provide the necessary rehabilitation for offenders.

The Effutu lawmaker proposed replacing a minimum two-month imprisonment sentence with a minimum one-month community service for individuals found guilty of LGBTQ+ activities.

ARDA to collaborate with OPEC, others to promote intra-African oil and gas industry – Dr. Abdul-Hamid

Dr Mustapha Abdul-Hamid, President of the African Refiners and Distributors Association (ARDA) has repeated their commitment to work with Organization of the Petroleum Exporting Countries (OPEC) and other organisations to deliver a sustainable oil and gas industry.

He also mentioned other collaborators as African Petroleum Producers’ Organization (APPO) and the African Union Commission (AUC).

He said the industry would be focused on delivering cleaner fuels and value-added petroleum products via a lower-carbon footprint. 

Dr. Abdul-Hamid was speaking as a co-Chairman at the third High-Level Meeting of the OPEC-Africa Energy Dialogue held on 19th February, 2024, in Cairo, Egypt.

The Meeting was co-chaired by Haitham Al Ghais, Secretary General of the OPEC,  Dr. Amani Abou-Zeid, Commissioner for Infrastructure and Energy of the AUC, and Dr. Omar Farouk Ibrahim, Secretary General of APPO.

Building on the successful meetings held in 2021 and 2023, participants conducted open and transparent discussions on a wide array of key topics related to energy and oil, including energy security, risk of underinvestment, climate change, and energy transitions.

Dr. Abdul-Hamid also shared ARDA’s objective of developing a consolidated register of investable energy infrastructure projects that would be shared at the first-ever ARDA Investment Forum to be held during the 2024 ARDA Week in Cape Town from 22-26 April 2024. 

He also looked forward to working with APPO to support the successful take-off of the Africa Energy Bank (AEB) this year and providing bankable downstream projects for the laudable AEB initiative in the drive to meet Africa’s growing petroleum products demand sustainably.

He congratulated OPEC for its continued leadership in promoting the OPEC-Africa Energy Dialogue.

In his remarks, Al Ghais indicated that dialogue with Africa was a key pillar in OPEC’s global energy dialogue programme, which included many other key regions, countries, and international organizations. “We at OPEC firmly believe that cooperation and dialogue among all energy stakeholders are absolutely essential factors in effectively addressing our common energy challenges”, he said.

He noted that in terms of climate change and energy transitions, developing countries around the world, including those in Africa, continued to balance priorities between the dire need to support the development of their national economies, while also adapting to ever-shifting dynamics related to climate change.

For his part, Dr. Amani Abou-Zeid stressed the need to consider Africa’s context as analysis shows that the African Energy demand could increase by 30% -compared to 10% in global energy demand by 2040.

 Dr. Farouk updated the Meeting on the progress towards establishing the Africa Energy Bank (AEB), noting that the APPO Ministerial Council had approved the take-off of the Bank in the First half of 2024.

The AEB aims to fill the gap arising from restrictions on funding oil and gas projects, particularly in Africa.

They concluded the event by underscoring the key role that Africa was set to play in the energy industry, in general, and the oil industry, in particular, in the years and decades ahead.

They also highlighted the importance and benefits of fostering the ongoing cooperation between OPEC and the African energy organizations, especially through the OPEC-Africa Energy Dialogue framework, and decided to hold the 4th High-Level Meeting of the OPEC-Africa Energy Dialogue in 2025.

Akrofuom district assembly supports people with disabilities

The Adansi Akrofuom District Assembly has provided various supports worth Gh¢66,000,00 to people with disabilities in the district.

    The support is in the areas of education, health, trading, and economic empowerment.

       Speaking at a ceremony to present some items to support 30 people with disabilities in their business operations, Dr Maurice Jonas Woode, the District Chief Executive, said the ceremony was the eighth in the series of support for such people in the area.

     Among the items distributed were deep freezers, sewing machines, hair dryers, wheelchairs, weed sprayers, and others.

     The DCE said the items were distributed based on the specific needs of the recipients, and they were determined through individual assessments.

     “When the Common Funds are allocated to us, there are restrictions on how it can be used, ensuring that the proposed amount for disabled individuals is used to purchase items tailored to their needs” he added.

      On the Assembly’s contributions towards improving the general wellbeing of PWDs, Dr. Woode said the assembly had recently renewed the health insurance cards for 297 individuals with disabilities.

     It had also helped 10 of them to launch profitable businesses and provided scholarships to eight students in various educational institutions.

    Additionally, some have received training in various vocations such as yogurt making, sugar, and other products to enhance their employment prospects.

      Mr Woode pointed out that the aim was to create job opportunities, alleviate poverty among people with disabilities, and improve their social status.

     He encouraged the recipients to utilize the items they had received to generate income and urged all persons with disabilities to register with the assembly to access future distributions.

      Sarah Tieku, Secretary of the Persons with Disabilities (PWDs), expressed gratitude to the Assembly on behalf of the beneficiaries for their support.

      She thanked the Assembly for the transparent way the items were shared among the people with disabilities in the district and urged the beneficiaries to utilize the items responsibly.

     Sheriffa Mohammed, who was presented with a fridge, expressed gratitude to the Assembly for the support.

     She emphasized that the fridge would significantly impact her economic life positively.

Forest, farm sector project to benefit residents in Wa West District

The Innovation for Sustainable Rural Development (ISRuDev) has begun the implementation of a forest and farm sector project to empower about 1000 women and youth in the Wa West District.

The project, “Enhancing Resilience and Sustainability of Women Producer Groups in the Forest and Farm Sector in the Wa West District,” was funded by the United Nations Food and Agricultural Organisation (FAO).

It is under the Forest and Farm Facility Direct Beneficiary Grants.

ISRuDev is a membership-based organisation in the District made up of 30 women groups and a youth group.

The project is expected to benefit all 31 women and youth member groups of ISRuDev in 20 communities of the district, including Kpenaateng, Gbaalwob, Chogsia, Gyinuokoraa, and Tawonkyele with an estimated 946 individual members.

This came to light during a stakeholder forum at Wechiau in the Wa West District to discuss the barriers to women farmers’ participation in forest and farm activities.

It was also to discuss innovative strategies to enable the women farmers to derive the benefits from the forest and farm activities.

Mr Maxwell Kpetaa Maal-Eng, the Business Development Officer at ISRuDev, said the project sought to increase the business development skills and profitability of green businesses for the beneficiary groups.

It was to build the capacity of group members to adopt and promote climate-smart agricultural practices.

The project would cover vegetables (dry season production), soya beans, shea butter, and moringa processing and provide training and market linkages for member groups in the value chains.

Other interventions include upscaling the provision of solar-powered mechanised water systems for irrigation to ensure year-round integrated diversified green production, woodlots creation, and conducting advanced Village Savings and Loans for the member groups, among other things.

Mr Maale-Eng said the project would conduct anti-bushfire campaigns in 12 communities, form and train community bushfire volunteers, and facilitate the creation of community restoration areas and woodlots.

Some participants at the forum advocated the promotion of forest and farm products and creating markets for those products.

They said if women benefited from forest products such as shea and dawadawa, they would play critical roles in protecting the forest and its products.

Bush burning and illegal felling of trees were major destructive agents of the forest and its products, they said, and stressed the need for concerted efforts to curb the menace, including legislation to stop the twin man-made disasters against the forest.

Mr Fuseini Nadi, the Wa West Agricultural Officer in charge of Crops, said the intervention had the potential to revolutionise agricultural activities, especially among women farmers.

He said the discussion on women’s access and ownership right to land would ensure their right to lands were guaranteed to be confident to invest and develop those lands for long-term agricultural purposes.

“The project line is a game changer since it will sensitise the women on climate change and educate them on innovative ways of farming and access to land,” he said.

Mr Nadi encouraged women to leverage climate-smart agricultural practices like the use of improved seeds to increase production amidst the impact of climate change.

Madam Vaar Yuorle, a woman farmer from the Meteu community, expressed the hope that their membership in the ISRuDev would facilitate access to timely tractor services and improved seed varieties at affordable prices.

Madam Agnes Sonyotey, also a member from Gyinuokoraa, said ISRuDev had trained them to process soybeans into cake and other food varieties to feed their children and to sell and hoped they would receive more skills training to improve their wellbeing through the Farm and Forest project.

Representatives from the beneficiary women and youth groups, Security Agencies, Heads of Departments, and traditional leaders among others attended the forum.

Mene gets the nod for a second term as AfCFTA Secretary-General

Mr Wamkele Mene has been reappointed as Secretary-General for the Secretariat of the African Continental Free Trade Area (AfCFTA) by the African Union’s (AU) Authority of Heads and Governments.

He was re-elected for another four-year term at the African Union’s 37th Ordinary Session of the Assembly of Heads of States and Government in Addis Ababa, Ethiopia.

The AU stated that Mr Mene’s reappointment demonstrated their confidence in him and that it felt honoured to have worked with him for the “Africa we want,” which is part of the AU’s Agenda 2063.

The South African is the first Secretary-General of the AfCFTA Secretariat, having served in that role since 2020, overseeing and facilitating the implementation of the world’s largest free trade area by membership.

So far, some 47 countries have ratified and deposited their instruments of ratification for the free trade agreement.

As part of attempts to hasten the trade agreement’s implementation, the Secretariat developed the Guided Trade Initiative (GTI), which saw Ghana and seven other nations meet trade requirements.

The GTI is a pilot phase designed to accelerate the implementation of the AfCFTA by evaluating the institutional, legal, and trade policy environment for intra-continental trade.

Together with the African Export–Import Bank (Afreximbank), the Secretariat also launched the Pan-African Payment and Settlements System (PAPPS) to simplify and make transactions across the continent easy.

Again, about 88.3 per cent of the Rules of Origin – a strategic framework for determining goods that qualify for preferential tariff treatment originating from State parties under the AfCFTA- have been negotiated.

Mr Mene, served as the Chief Director of the Africa Economic Relations at the Department of Trade and Industry, South Africa, where he acted as the negotiator in the AfCFTA and Tripartite FTA negotiations.

He also worked as the Director for International Trade and Investment Law at the Department of Trade and Industry.

He represented South Africa at the World Trade Organisation (WTO) in Geneva, Switzerland and was elected as the Chairman of WTO’s Committee on International Trade in Financial Services.

Mr Mene holds a Bachelor of Arts degree in Law from the Rhodes University and a master’s degree in international studies and diplomacy from the School of Oriental and African Studies, London.

He also holds a Master of Laws (LL.M) degree in Banking Law and Financial Regulations form the London School of Economics and Political Science.

Sunyani East NPP supporters urged to unite to retain parliamentary seat

Mr Nathaniel Bartholomew Nkum, the Sunyani East Chairman of the New Patriotic Party (NPP), has called on the party delegates and supporters to bury their differences and unite for victory in Election 2024. 

He emphasised that the NPP national leadership had been able to resolve some internal misunderstandings in the constituency and it was important to prioritise unity and handwork towards retaining not only the Parliamentary seat but also winning the December elections. 

More than 1,000 delegates in Sunyani East did not participate in the January 27 parliamentary primary of the NPP due to certain internal misunderstandings. 

However, the national leadership resolved those differences and set Saturday, March 9, 2024, to conduct the primary in the constituency. 

At the close of its nominations only two aspirants, Mr Kwasi Ameyaw-Cheremeh, the incumbent Member of Parliament (MP) and Mr George Kumi, a former envoy under former President John Agyekum Kufuor’s government, had filed for the contest. 

In an interview with the Ghana News Agency (GNA) in Sunyani, Mr Nkum said the internal wrangling, petty squabbles and unnecessary backbiting could disintegrate the Party’s unity, thereby affecting its chances of winning the elections. 

“As constituency executives, we have a huge responsibility to identify and bring on board everybody, especially disgruntled party people in our constituency for an effective political campaign,” he said. 

“We can’t go for and win the Elections 2024 with a divided front, and we are working hard, reaching out to everybody, Party members and supporters, identifying and tackling all emerging problems proactively,” Mr Nkum stated. 

He said voter apathy among the membership could cause it dearly in the general election, hence the need to ensure that all grievances and internal challenges were addressed to the satisfaction of all. 

Mr Kofi Ofosu Boateng, the Bono Regional Secretary of the Party, advised the followers of the two parliamentary contestants to remain decorous and conduct clean campaigns. 

“We want to end the primary with absolute unity and go for Election 2024 with a formidable front to break the eight, so we expect all party members to be wary of seeking the general and collective interests of our great elephant family,” he said. 

“Each of the parliamentary aspirants qualified to lead the Party in the constituency in the next general election and the executives are ever ready to support any of them to retain the seat”. 

Mr Boateng expressed the hope that the Saturday, March 9 constituency primary would be conducted credibly to satisfy all the aspirants and their followers to strengthen unity. 

Tamale Teaching Hospital begins free cataract surgery

The Tamale Teaching Hospital (TTH) has begun a free cataract surgery exercise targeting more than 500 patients across communities in the Northern Region.

The five-day exercise, which began on Monday, Feb. 19, formed part of activities marking the 50th Anniversary of the Hospital.

It is being undertaken in collaboration with the Himalayan Cataract Project (HCP), an American Non-Governmental Organisation.

Dr Gilbert Bonsaana, an Ophthalmologist at the TTH, said more than 1,000 patients had been screened for cataract and other eye diseases weeks ahead of the surgery, adding that cataract was prioritised due to how prevalent it was.

He said indicated that cataract was the commonest cause of preventable blindness in the world, which, when tackled, could reduce the burden of the disease.

Dr Bonsaana said the patients would undergo periodic post-surgery reviews to ensure they were fine, explaining that although there were rooms for complications in every surgery, the team was poised to ensure the patients were well catered for.

Mr Zubeiru Aliu, the Public Relations Officer, explained that the HCP provided the necessary equipment to enable the medical team at the hospital carry out the surgeries.

Mr Lloyd Gyebi, a beneficiary of the free surgery, said it was fulfilling to undergo a surgery at no cost.

Next NDC government will recover funds lost to Agyapa deal — Sammy Gyamfi

The National Democratic Congress (NDC) has promised to pursue and recover all funds lost because of corruption activities, including the Agyapa Royalties agreement, if elected in the upcoming election.

It is also going to investigate the Agyapa Royalties agreement and prosecute anyone found to have engaged in any form of corruption or related activity.

“The day of accountability is fast approaching, and no one found culpable will be left off the hook by the next NDC/Mahama government,” Mr. Sammy Gyamfi, the National Communications Officer of the Party, said at a news conference, in Accra, on Monday.

The Agyapa Royalties deal was introduced in 2020 to raise funds through mineral royalties for infrastructure development.

However, in response to public criticism, the government deferred the arrangement in 2021 to allow for additional consultation.

At a recent Public Accounts Committee hearing, it was disclosed by the Minerals Income Investment Fund (MIIF) that the amount of $12m had, so far, been spent on the deal.

The expenditure was for processes linked to making the initial public offering on the London Stock Exchange prior to the deal’s suspension.

Mr Gyamfi said the facts were not shocking, as the NDC had long believed that the deal had been orchestrated to defraud Ghanaians.

However, he stated that the NDC was outraged by the amount spent on the transaction, describing it as “unconscionable, cruel, and brazen abuse of the public purse.”

“This is very sad and disheartening, “he added.

The National Communications Officer explained that the funds lost to the deal could have been used to address pressing national needs such as restoring the economy, covering the cost of months of treatment for kidney patients in the country, and purchasing textbooks for basic schools across the country.

“This colossal amount of money, could have been used to provide childhood vaccines to protect innocent babies from dying of childhood killer diseases due to shortage of essential vaccines,” he said, adding that the amount  could have been used to “provide potable drinking water, or several CHIP compounds or schools for thousands of Ghanaians in deprived communities of the country.”

Mr Gyamfi stressed that the arrangement resulted in significant financial loss for the state and vowed that the perpetrators would not go unpunished.

He urged Ghanaians to vote for the NDC and its flagbearer, John Dramani Mahama, to pursue and recover public funds that had been looted.

“We are absolutely confident that the good people of Ghana will rise to the occasion and reject corruption, nepotism, impunity, arrogance of power and economic mismanagement come 7th December 2024,” he added.

Eastern Regional Minister commends Assembly for endorsing government appointees

Mr Seth Kwame Akyeampong, the Eastern Regional Minister, has commended members of the Nsawam-Adoagyiri Municipal Assembly for approving the Government appointees.

Mr Emmanuel Owusu Arthur has been endorsed as the Municipal Chief Executive, while Mr Amos Kwame Danso, the Assemblymember for Denso-so Electoral Area at Adoagyiri, has been elected as the Presiding Member.

The Minister said the speedy endorsement of the two personalities by the 42-member Assembly would facilitate development of the area to enhance the living conditions of the people.

He said the New Patriotic Party (NPP) was committed to continuing with projects in the communities and asked the citizens to support it in the coming elections.

Mr Frank Annoh Dompreh, the Member of Parliament for Nsawam-Adoagyiri and Majority Chief Whip in Parliament, called on the Assembly to avoid partisan politics and work to give the Municipality a facelift.

He gave the assurance that he would continue to use his common fund to support projects in the area to improve the living standards of the people.

Mr Owusu Arthur, the newly appointed Chief Executive, expressed gratitude to the members and assured of working with them in unity to bring more development to the municipality.

“Let’s all come together to continue to construct and complete all ongoing structures like schools, roads and other developmental projects in the municipality,” he stated.

Mr Danso, the newly elected Presiding Member, and Mr Jerimiah Agyekum Amoako, the Nsawam-Adoagyiri Municipal Coordinating Director, called on the Regional Minister and the Member of Parliament to continue to support the Assembly in its development endeavours.

Stanbic Bank joins Chinese community to commemorate new lunar year

Stanbic Bank Ghana, on Sunday, February 11, hosted the Chinese community in Accra to a special dinner at the Tang Palace Hotel to commemorate the 2024 Chinese New Year (year of the Dragon).

The Dragon, per the Chinese Zodiac, is the only mythical and the most powerful creature of the 12-animal Chinese zodiac, and symbolic of authority, honour, dignity and unprecedented opportunities. 

The Bank explained that joining the Chinese community to commemorate the occasion demonstrated the importance it attached to Chinese businesses and individuals in Africa.

This year’s Chinese New Year celebrations also known as the Spring Festival started on Saturday, 10 February, ending on Saturday February 24, 2024. 

It is a significant and festive time in Chinese culture which sees a majority of the Chinese community travelling back to China to celebrate with families and loved ones.
