FIFA and UEFA violated EU law regarding Super League and top court regulations.

The European Court of Justice ruled on Thursday that FIFA and UEFA had violated EU law by preventing the formation of a Super League, a decision that could have a significant impact on soccer’s governance. Nine European clubs had withdrew from the proposed breakaway league after UEFA threatened to punish them if they proceeded with the plan.

The ruling stated that FIFA and UEFA had abused their dominant position by preventing clubs from competing in a European Super League (ESL), though the project may still not be approved as the court did not rule on it specifically.

UEFA has organised pan-European competitions for nearly 70 years and sees the ESL project as a significant threat to the lucrative Champions League, for which teams qualify on merit.

Real Madrid, Barcelona, Juventus and nine other leading European clubs announced the breakaway plan in April, 2021.

But the move collapsed within 48 hours after an outcry from fans, governments and players forced Manchester United, Liverpool, Manchester City, Chelsea, Tottenham Hotspur, Arsenal, AC Milan, Inter Milan and Atletico Madrid to pull out.

Sports development company A22, which was formed to assist with creating the ESL, had claimed UEFA and global soccer governing body FIFA held a monopoly position which was in breach of the European Union’s Competition and Free Movement Law.

“We have won the right to compete. The UEFA-monopoly is over. Football is free,” said A22 CEO Bernd Reichart.

“Clubs are now free from the threat of sanction and free to determine their own futures,” Reichart added in a statement.

UEFA said the ruling did not signify an endorsement or validation of the Super League and that it had addressed a shortfall which had been highlighted in its own framework.

“UEFA is confident in the robustness of its new rules, and specifically that they comply with all relevant European laws and regulations,” it added in a statement.

FIFA did not immediately respond to a request for comment.

‘UNJUSTIFIED’

The court’s ruling said FIFA and UEFA must “comply with the competition rules and respect the freedoms of movement”, adding that their rules on approval, control and sanctions amounted to “unjustified restrictions on the freedom to provide services”.

“That does not mean that a competition such as the Super League project must necessarily be approved. The Court, having been asked generally about the FIFA and UEFA rules, does not rule on that specific project in its judgment,” it concluded.

After the collapse of the ESL plan, just three clubs were left as holdouts, but Juve opted to pull out earlier this year after its former chairman Andrea Agnelli, one of the figures behind the project, and its board resigned in November 2022.

Real and Barca still hoped to go ahead with the competition and the ESL took its case to a Spanish court, which subsequently sought guidance from the Luxembourg-based European Court.

Real Madrid President Florentino Perez said the ruling marked “a before and after” for football.

“The present and future of European football are finally in the hands of the clubs, the players and their fans,” Perez said in a pre-recorded video statement.

Barcelona said they were satisfied with the ruling and that the creation of the Super League would allow football to address issues of fixture overload, putting “local and international players and supporters at the centre”.

“The medium-term sustainability of European football entails the need create a concept along the lines of the Super League,” the club said in a statement.

Its ruling will now considered by the Spanish court, where a judge can apply its responses to facts of the case.

Spain’s LaLiga said: “Today, more than ever, we reiterate that the ‘Super League’ is a selfish and elitist model.”

Guinea laments the devastating Conakry explosion and fire.

Colonel Mamady Doumbouya, the head of the ruling military, announced a three-day national mourning period on Wednesday following the tragic explosion and fatal fire that occurred at the main fuel depot in Conakry, Guinea. The incident, which took place from Sunday night to Monday, left the downtown area of the capital paralyzed.

Faced with this painful ordeal, I declare a three-day national mourning starting from Thursday,” announced Colonel Doumbouya in a televised address on Guinean public television. The mourning is in honor of the 18 lives lost and over 200 individuals injured in the disaster. Colonel Doumbouya, who seized power in September 2021, replacing President Alpha Condé, emphasized the focus on the well-being of the masses.

The explosion severely damaged the Kaloum commune, Conakry’s central business district, and stopped economic activity. Downtown Conakry was still in a state of paralysis on Wednesday, even though a “minimal” reopening of offices had been announced more than two days after the explosion and fire at Guinea’s main fuel depot.

The aftermath of the incident was palpable at Galaxie Communication, a communication and consulting company, where CEO Mamadou Dian Diallo expressed disbelief, considering the potential devastation had the explosion occurred on a regular working day.

Nearby, the seven-story building housing the Guinean Advertising Office resembled a gutted skeleton, with blown-out windows. Employees worked to clean offices littered with shards of glass and pieces of wood.

In the Coronthie neighborhood, the epicenter of the explosion, even the central prison of Conakry, with its more than ten-meter-high wall, was not spared from the violence of the blast. Charles Alphonse Wright, the Minister of Justice, reported 33 injuries, including four severe cases, during his visit to the site on Tuesday.

A judicial investigation into alleged “willful arson” has been initiated by the Attorney General to determine the causes of the disaster and establish accountability. As of now, no information is available regarding the origin of the fire.

International reactions and expressions of solidarity continued to pour in on Wednesday. Pope Francis conveyed his closeness to the families of the deceased and the injured during his weekly general audience at the Vatican, stating, “May God support and keep them in hope.”

Moussa Faki Mahamat, the President of the African Union Commission, expressed his sincere condolences and deep compassion to the families of the explosion victims. The Economic Community of West African States (ECOWAS) called on its member countries and the international community to provide support to Guinea during these challenging times.

Out of the 212 individuals admitted to healthcare facilities, 127 have returned home, while 85 remain hospitalized, including four in intensive care, as of Tuesday night, according to the government. The government also announced the resumption of diesel supply in the country, although tanker restrictions are still in place.

On Wednesday morning, taxi drivers and motorcycle riders demanded fuel at several locations, leading most fuel stations to remain closed for fear of attacks. This resulted in a significant increase in gasoline prices on the black market.

Marcus Rashford explained how he might salvage his season by following his “fantastic” Manchester United teammate’s lead.

The Manchester United forward has been a shadow of the player who scored 30 goals in 56 games the previous season, earning himself a new contract worth an estimated £325,000 per week.

Rashford’s struggles this season have been evident from the beginning, as he has only scored twice in 21 games. Alejandro Garnacho and Antony, who have been heavily criticized, are currently starting ahead of Rashford in the last four games.

Rashford has been told that he can regain his best form by following the example set by a Manchester United teammate who has persevered through a similar situation.

Last season it would have been unthinkable for the 26-year-old to have been left out of the starting line-up to face bitter rivals Liverpool, but that was exactly the case on Sunday as he started the Anfield draw on the bench before being introduced for Garnacho with 20 minutes to go.

By contrast, midfielder Scott McTominay has gone from strength to strength since being introduced back into the side, becoming an indispensable member of Erik ten Hag’s starting XI.

The United boss wanted to sell the Scotland international over the summer but has now scored six goals in 19 games this season, including braces against Brentford and Chelsea.

Indeed, McTomiay has now emerged as one of United’s most consistent performers in a season of complete inconsistency for the Red Devils so far.

The midfielder’s form was even rewarded with the captaincy on Merseyside, as Ten Hag turned to the Scot in the absence of the banned Bruno Fernandes.

And former United striker Dimitar Berbatov believes that Rashford could learn plenty from how his in-form teammate has turned his own campaign around.

“Marcus Rashford was sick in the week, along with Antony Martial, so dropping the England forward was justified,” the former Red Devils striker told Betfair.

“But even if he wasn’t sick, it’s still the manager’s decision because Rashford has been out of form. When he came on, he didn’t do anything spectacular.

“Giving the captaincy to a younger player who is out of form can help them but in this case it was given to the in-form Scott McTominay and he was fantastic.

“There are a lot of similarities between Scott’s situation and Marcus Rashford right now. He was struggling and no one knew if he was staying at United in the summer.

“Then all of a sudden he scored a few important goals, including his match-winning brace against Brentford, and he kept pushing to start. He’s now captained the team so maybe Rashford can see how McTominay has turned around his situation and take something from it.

“Scott knows exactly what he needs to do. Fight for the team, sacrifice himself for the team. He’s the type of player every team needs. Without players like him, teams can’t go on to do big things, trust me.

“Giving McTominay the armband will elevate him mentally. It will allow him to think more seriously and take more responsibility. It will build him into a better man and player.”

Meanwhile, Fernandes is set to reclaim the captaincy when United head to West Ham in their next Premier League outing on Sunday.

Liverpool manager Jurgen Klopp has dropped a major hint on the player he would most like to replace Mohamed Salah at Anfield by naming a West Ham star as his “favourite player outside Liverpool in the Premier League.”

The Egyptian superstar’s Liverpool contract is set to expire in summer 2025, some 18 months from now, and with interest from Saudi Arabian side Al-Ittihad likely to attract another bid.

Replacing his goal-contribution will be far from easy for Klopp, giving the incredible record at Anfield that Salah boasts. And the 31-year-old was on the mark once again on Wednesday night, when stepping off the bench to score Liverpool’s fourth goal of the night in a 5-1 win over West Ham in the Carabao Cup quarter-finals.

That takes Salah’s tally to 201 goals in 329 appearances for the Reds, incredible numbers for a winger.

Speculation on who Liverpool will turn to replace him remains uncertain if and when the time comes. And one name that has been persistently linked is Bayern Munich star Leroy Sane, who boasts many similar assets to Salah.

Indeed, earlier this week Klopp was advised to cash in on Salah if offered £150m and bring in the former Manchester City man if the opportunity presented itself.

However, while Klopp is yet to comment on such speculation, underlining only the importance of Salah to Liverpool and standing firm against a Saudi push to sign him earlier this season, there is another name that persistently pops up.

And, it seems the Liverpool manager may well have his eyes on Jarrod Bowen as his dream Salah replacement after paying the West Ham star the biggest compliment before the Hammers’ match against his side on Wednesday night.

It is thought that Liverpool have had their eye on Bowen, who joined West Ham in a bargain £22m deal from Hull in January 2020, for a number of years now with their scouts tracking his development.

And in a big hint he’s the player Klopp would love to sign, the German said of the 27-year-old and in the game in general: “In quarter-finals, everybody can smell the chance to go through.

“In a very busy period, finding a line-up which can go and go and go because West Ham is a physically really strong team, David [Moyes] is doing an incredible job, I have to say. They are good again, through in Europe, it’s really impressive. Injuries issues as well.

“Playing without [Michail] Antonio, and Bowen steps up in that position – probably my favourite player besides my players – it’s just great what he’s doing and how he develops.”

Of course, admitting an admiration for a player does not mean a move to prise him away from the London Stadium will be made, though it does perhaps drop a hint over what is to come.

Signing the 52-goal Hammers man, however, will be far from a simple task. He has recently signed a new contract at the club, tying him to the Irons until summer 2030 – as big an arrangement as you can probably give a 27-year-old.

We have also recently revealed that West Ham value the player at £100m, with any potential deal likely to cost Liverpool a new club-record fee.

The Red Devils showed great promise in the first season of Ten Hag’s leadership, finishing third in the Premier League, winning the Carabao Cup, and reaching the FA Cup final. However, the 2023–24 campaign has so far proved to be a major step backwards with Manchester United seemingly lurching from one crisis to another and seeing a number of their top stars fail to perform.

According to reports, Manchester United is ready to make a surprise move to sign Real Sociedad winger Takefusa Kubo after Erik ten Hag reached an unsatisfied conclusion regarding one of his own major acquisitions.

Now with the club’s new investor – the British billionaire Sir Jim Ratcliffe – set to take charge of all transfer dealings at Old Trafford, it seems the club are gearing up for a number of much-needed upgrades across the park.

First up, it’s reported Ratcliffe already has his eyes on a possible upgrade for struggling summer signing Andre Onana, with an elite LaLiga goalkeeper reportedly being strongly looked at.

And there is also speculation that the Red Devils are seeking a midfield upgrade too with Sofyan Amrabat failing to make the grade and with Casemiro seemingly eyeing up a lucrative move to Saudi Arabia.

However, it is another of Ten Hag’s failed signings who could find himself soon being replaced with the The Sun suggesting Ten Hag has reached an unwanted conclusion over the performances of Brazil winger Antony.

The Dutchman paid a radically overly-inflated £85m to reunite with his former Ajax player at Old Trafford in summer 2022. And while the winger scored on his debut pointing towards a successful future, he has badly struggled since.

Indeed, the 23-year-old has had a miserable time of things this season, taking time out the side to defend himself against serious allegations made by a former partner, and also struggling to show anything like the form that persuaded United to shell out the second biggest fee in their history.

So far this season, Antony does not have a single goal or assist to his name from 18 appearances. And overall, he only has a miserable eight goals and two assists from 62 outings in total.

Now it seems Ten Hag, after talks with Ratcliffe, has come to the realisation that United are in need of a serious upgrade if the team are to challenge for top honours again.

As a result, it’s reported that United are to make a big push to sign Real Sociedad star Kubo, who has really hit the straps since departing Real Madrid back in summer 2022.

The 22-year-old Japan winger has an impressive 15 goals and 13 assists from 67 appearances for Sociedad since making the switch, going from strength to strength in that time.

This season, he already has six goals and four assists from 23 appearances, having also illustrated his qualities in the Champions League.

Now it’s claimed United have been watching Kubo extensively and are preparing to make their move.

The Sun now suggests an offer in the region of €50m (£43m) will be enough to convince Sociedad to cash in, though any sale looks unlikely to go through midway through a season in which Imanol Alguacil’s side are already through to the Champions League knockout stages.

However, a summer move looks very much on the cards with Ratcliffe and Ten Hag seemingly setting their hearts on bringing the 29-times Japan winger to Old Trafford.

While Sociedad would ideally like their winger to stay, his sale could help prevent the need for Sociedad to cash in on another of their prized assets in midfielder Martin Zubimendi.

The 24-year-old has been scouted by United, Barcelona and Arsenal in recent months and is also rated in the €50m bracket.

Meanwhile, Barca boss Xavi has also spoken about Kubo in glowing terms recently, describing the Japanese attacker as a top-tier talent.

“Takefusa Kubo is a world-class player. Not only when playing with the ball, but also when he doesn’t have the ball, he can do his best,” Xavi said.

Kubo, who counts Real Mallorca, Getafe and Villarreal among his former loan clubs, has himself said of his development: “This year I want to be important, just like last year but I also want to appear in those moments that the team has the need.”

Now it remains to be seen if that progress will be rewarded with a lucrative summer 2024 switch to Old Trafford.

“It’s just about spending some time with them, some quality time. When we get back everyone will move to Germany, which will be nice as well.”

Food Prices: Consumer Advocacy Centre advocates legislation to regulate market queens, food aggregators

The Consumer Advocacy Centre (CAC) at Laweh University College has asked the government to make legislations that protect consumers against the activities of market actors who benefit from high and unfair food prices on the market.

The advocacy is based on preliminary findings of a study that showed that weak competition in the food supply market and the dominance of some market actors such as Market queens and food aggregators have contributed significantly to unfair food prices in the Ghanaian market.

Sharing insights on the study at a stakeholder engagement, the President of CAC, Professor Goski Alabi indicated that between January 2022 and July 2023, consumers had had to bear the excessive burden of increasing cost of production over the period.

This has manifested in the hugely disproportionate rise in retail prices of food items compared to the wholesale prices of the same items over a period.

“The retail price of onions increased by 42.4 per cent while the wholesale price rose by just 18.1 per cent in the same period.

“The retail price of gari grew by 77 per cent compared to a 63 per cent rise in wholesale price and an increase of just 46.4 per cent in the whole sale price of cassava, the basic ingredient for gari,” she said.

She explained that the CAC in partnership with Consumers International, an international consumer advocacy body, deployed a tool called a ‘Fair Price Monitor’ to explore several potential reasons for the phenomenon.

She said that though reasons such as rising fuel costs, and weakening exchange rate were genuine factors for determining food prices, they did not appear sufficient for the excessive rise in retail prices.

She noted that the lack of standardisation of weight and measurement systems in the country also played a huge role in the unfair pricing of food.

Mr Wisdom Aborchie, an emunerator for the study in the Volta region, disclosed that while aggregators and wholesalers bought a kilo of mango at farmgate price at GH₵5, they rather used the colour, size of the fruit to set the price at the retail level.

Dr Charles Nyaba, Executive Director of Peasant Farmers Association of Ghana, observed that small scale farmers and consumers were at the mercy of aggregators and market queens, who respectively determined the prices and the availability of commodities on the markets.

He said that farmers who mostly received unfair prices from aggregators and wholesalers for their wares despite the increasing cost of production were prevented by market queens from selling directly in the local markets.

Mr Edward Kareweh, the General Secretary of the General Agriculture Workers Union (GAWU), noted that even though there was no need for a price control regime, the pricing of food commodities could not be left to operation of market forces especially when the system to protect consumers and ensure market fairness was almost non-existent

National Development Summit discusses “The Ghana we want by 2057”

Development partners and stakeholders from diverse institutions are discussing a long-term vision document that will highlight specific development targets for Ghana by 2057. 

The National Development Summit, convened by the National Development Planning Commission (NDPC), opened in Accra on Wednesday as a part of broader engagements towards developing clear development framework to guide long-term planning. 

The two-day summit is expected to produce the Long-Term National Development Perspective Framework, which would also be known as the “The Ghana Vision 2057.” 

The document will articulate the vision of Ghana from the perspective of the people by 2057 and set goals, objectives, the strategic direction to pursue, and targets to be realised. 

Professor George Gyan-Baffour, Chairman, NDPC, said the country’s inability to effectively develop and implement a long-term development framework was because of lack of an interaction between the governance system, the technological environment, and some technical considerations. 

“It is a governance problem because some of the previous long-term development perspective documents provide specific actions, programmes, and projects required to achieve the long-term targets. 

“…governments formed by political parties that come in with their own manifestoes prepared based on their own ideological persuasion upon which they were elected,” he said. 

Prof. Gyan-Baffour said the framework would serve as reference point to the drafting of manifestoes and provide governments with a clear framework that would specify what the country intended to achieve in the long-term.  

“The framework will tell us what we want to do by 2057 and the government will decide how we want to get there,” he said. 

Nana Susubribi Krobea Boaten Asante, the Paramount Chief of Asante Asokore, said the country must collectively define its development on non-partisan basis and fashion out a plan to achieve those targets. 

He said development required holistic and inclusive approach, adding that “a partisan myopic approach governed by short-term interests is patently untenable.” 

“The numerical implications of effective long-term planning are not congruent with the dictates and exigencies of partisan politics,” Nana Asante said. 

Professor Ernest Aryeetey, a former Vice-Chancellor of the University of Ghana, said development plans must be underpinned by innovation, adding that the country must be consistent with its development plans. 

“Unemployment is the biggest problem facing young people today. Such problems require long-term intentional approaches,” he said. 

In 2018, Ghana, adopted a 40-year development plan (2018-2057), with the vision of achieving “a just, free and prosperous society” by 2057. 

The plan provides a framework for national development in line with the NDPC’s mandate enshrined in articles 85, 86 and 87 of the 1992 Constitution. 

Dr Kodjo Esseim Mensah-Abrampa, Director-General, NDPC, said the constraint to the country’s development were structural and required a set of determined goals and targets to change the situation in the long-term. 

“We need a vision, how to measure the vision, set clear goals and hold governments accountable,” he said. 

Some polling centres in Kumasi witness delays in commencing DLEs

Some electoral areas and polling stations in the Ashanti region, on Tuesday witnessed delays in the commencement of District level Elections. 

Visits by the Ghana News Agency to some of the areas revealed that Voters in some other polling centres were also uncertain as to whether they would vote or not since there were no signs of elections in their polling centres.  

The Ghana News Agency visited the Zion school at Asafo in the Subin constituency as at 0800 hours, and there were no signs or availability of electoral officials as well as materials for the elections.  

The electorate who had then formed a long queue started dispersing since there was no one to explain what was happening.  

The situation was the same at some polling centres in Atwima Manhyia in the Atwima-Nwabiagya South Municipality.  

However, voting was smoothly going on in all centres, which had started the process as 0900 hours, when the GNA visited.  

At the Asokore-Mampong old palace 1&2 polling centres, initial problem with the biometric machines were resolved for voting to continue.  

Four candidates are contesting for the assembly member positions while eight are vying for the Unit Committee slot.  

At Aboabo Number two polling station, nine (9) out of the 510 registered voters had voted as at 09:15 00 hours when GNA visited.  

At the Faith International School polling centre at Old Tafo, 54 out of the 593 registered voters had voted as at 0915 hours.  

Meanwhile, voters at Ayeduase polling station in the Oforikrom Municipality were agitated due to the delay in the arrival of electoral material as at 0930 hours when GNA visited the centre.  

 Two candidates, Mr Justice Atobrah 49 and a mechanic and Mr Augustine Nana Sarfo, a 37-year-old tutor are contesting the elections.  

Ashanti region has a total of 1,081 electoral areas with 3,919 candidates contesting in the district level elections.  

Three Thousand, seven hundred and seven (3,707) constituting 94.6 percent are men, while 211, constituting 5.4 percent are women.
