Moroccan children walk long distances to tent school following earthquake

In the disaster-stricken area around Asni, some students have started travelling to the small Moroccan town to attend classes.

Yet, the structure is not a typical one. The 2,800 middle and high school pupils are being housed in traditional tents that have been put up as temporary classrooms.

According to art instructor Khalil Tizoula, “the location comprises 32 huge tents to house the kids, 16 tents for middle school students and another 16 tents for vocational high school students.”

The recent tragic earthquake in Morocco claimed the lives of many of the young kids enrolling in the tent school.

And even though classes haven’t started back up yet, teachers are giving the students the psychological assistance and distraction they sorely need.

“Initially, we listed 242 schools affected by the earthquake, 33 of which were completely destroyed,” says Mohamed Zerrouki, the provincial director of national education.

“The authorities have taken the necessary steps to rebuild them as quickly as possible, while guaranteeing that teaching continues and the return of students and teachers to their classrooms.”

The young people coming to the temporary school in Asni are some of the one million schoolchildren that the United Nations says were impacted by the earthquake.

Teachers say that despite the shared trauma, they hope to help them and make the school year a success.

For some of the students, being back at school surrounded by friends is a relief, even if it is in a tent.

But others say their emotional distress runs too deep and they do not feel ready to resume classes.

Either way, as the school day ends, most of them face a long walk, or if they are lucky a ride, to get back home to their villages.

Agona West Assembly accounts to its people

The Agona West Municipal Assembly has held a town hall meeting to account to stakeholders on development projects envisaged by the end of 2023.

The meeting also formed part of efforts to deepen local governance and afforded stakeholders the opportunity to make contributions and suggestions targeted at development of the Municipality.

It was attended, among others, by Assembly members, heads of Department, Drug store operators Association, Ghana Tailors and Dress Makers Association, Artisans, Garages, Market Queens Association, Driver Unions.

 Mr Evans Addison Onomah Coleman, Municipal Chief Executive (MCE) for Agona West, touted numerous programmes and projects the Assembly had undertaken in the past years and new planned projects  for this year.

The MCE said the Assembly for the past years provided dual desks, tables and chairs to Senior and Junior High schools in the Municipality.

He disclosed that it had also constructed new school blocks and rehabilitated   existing structures to enhance quality teaching and learning.

He disclosed that the assembly as part of efforts to motivate more doctors to accept postings to the Municipality had constructed bungalows and handed over the health directorate to improve quality healthcare delivery system.

Mr Coleman said as part of the efforts to fulfil the mandate of Persons with Disabilities (PWD), a percentage of the District Assembly Common Fund, members had received wheelchairs and other valuable items to improve their living standards.

The MCE said the Assembly was among 25 Assemblies selected out of 261 MMDAs nationwide for excellent performance in its operations and had benefited from Ghana Secondary City Support Programme (GSCSP), a World Bank programme.

He hinted that as part of the excellent performance, the Assembly had received a World Bank loan facilitated by the government under the Ghana Secondary City Support Programme and it would be used to undertake projects.

Mr Coleman said the Assembly would use major part of it to construct 180 lockable stores at Swedru Mandela Market to improve trade and commerce activities in the Municipality.

The MCE said the funds would also be used to expand Mandela market structures to create more space to operate daily market instead of two days in a week.

He said the Assembly had decided to use part of the facility to construct some major town roads to reduce heavy traffic congestions which occurred in the central business district on market days.

The roads are K.E. Junction to Pipe Tank, Alhmadiyya Hospital to Pipe Tank / Zongo , and Pipe Tank/ Christ the King Preparatory School.

Mr Coleman announced that decongestion exercise would soon be carried out at the back of Swedru Central market road, where traders had displayed their wares to block the road.

He said it had become necessary for the exercise to be carried out because it had become difficult for vehicles plying the road linking Swedru/Dwenho to the main Swedru/ Awutu Bawjiase trunk to have smooth thoroughfare.

The MCE appealed to all stakeholders, especially politicians, not to politicize the exercise to ensure its success to help maintain the beauty of the Municipality.

Nana Kweku Esieni V, Regent of Agona Swedru, who presided over the meeting, urged the people promptly respond to calls for town hall meetings by the Assembly to give account of its stewardship  to know the progress of development.

He bemoaned the people’s perception about the Assembly operations, especially on revenue collection, adding this was an opportunity for them to ask questions from the Management of the Assembly.

Nana Esieni, who is also Nifahene of Agona Swedru, said the people complained that the Assembly misused tolls collected from them and that there was no need to pay as workers in the Municipality.

The Regent assured Management of the Assembly that the Swedruman Council would support any decision that would bring development and transformation into lives of the people.    

NDC, NPP lament slow pace of EC registration process in Hohoe

The Hohoe Constituency Chairmen of the National Democratic Congress (NDC) and the New Patriotic Party (NPP) have expressed concerns over the “slow” pace of the Electoral Commission’s (EC) limited voter registration exercise in the Municipality.

They noted that the slow nature of the process was ‘burdening’ voters from within and outside of the Municipality, only to join long queues at the centre and it was discouraging others from participating in the exercise.

Mr Newton Darkey, the NDC Chairman told the Ghana News Agency (GNA), that the Party was not impressed with the pace of work.

He said most of the registrants were Junior High School graduates who did not reside in Hohoe hence the cost to afford a new Voter Identity (ID) card hinged on their parent’s finances.

Mr Darkey said most of the people who had to                                                   travel from other electoral areas to register, had to come back the following day if they were unlucky to not be registered on the same day.

He said it was hoped that the EC could register more than 300 registrants daily to help reduce the stress people went through.

The EC could have done the registration on rotational basis in all the electoral areas in the Municipality which would reduce the stress registrants were facing and still met the October 2, deadline.

Two new voters from Wli, told GNA that they could not receive their voter ID cards on the first day they came, hence had to travel back which was an extra cost.

Master Etse Kodzo Edo and Miss Eklu Ama Juliana appealed to the EC to increase the number of machines and specially plan for those coming from outside Hohoe, so they could be served on time.

Mr Anthony Kondobrey, the NPP Chairman, said the registration exercise continued to be smooth within a calm atmosphere and the numbers of registrants kept increasing.

He encouraged people who had been challenged to remain calm and focus on proving their eligibility before the Committee.

Mr Kondobrey noted that although the new voters had been burdened, it was commendable that those unable to register by close of registration, were noticed and given preference the following day.

He commended the EC and the party agents for peacefully handling the exercise in the Municipality.

The GNA observed that although there was a queue, orderliness at the Centre was ensured.

Tunisia experiences a national blackout

On Wednesday, Tunisia had an abrupt nationwide power outage for around three hours owing to a technical issue, according to the state-owned monopoly electricity and gas company Steg.

Without providing any information, Steg stated in a statement that the power outage happened at the Radès power facility in the southern suburbs of Tunis “due to an unexpected malfunction” at approximately 01:00 local time (00:00 GMT).

By 4:00 am, various Tunisian neighbourhoods saw the start of the restoration of electricity.

In other regions, the power outage reportedly lasted longer than four hours, according to accounts on social media.

In Tunisia, power outages of this magnitude are unusual.

This summer, due to a heat wave that exceeded 45 degrees Celsius, the authorities had to carry out scheduled load shedding, targeting a different region each time.

According to data from June 2023, the state-owned company Steg supplies 99% of Tunisia’s electricity, produced mainly from natural gas, with renewable energies (mainly photovoltaic) accounting for just 2.5% of the total.

As the country has few hydrocarbons, most of its natural gas comes from Algeria, thanks to preferential tariffs on the gas pipeline linking that country to Italy.

Tunisia also imports natural gas from neighbouring Algeria and neighbouring Libya.Several regions of Tunisia have also experienced cuts in drinking water supplies in recent months, due to the drought that is threatening water reserves.

President of Tunisia comments on Storm Daniel

The Tunisian president criticised European Union observers who sought to interact with the relatives of detained Tunisians.

In stinging remarks delivered in Tunis on Tuesday, Kais Saied also criticised the decision to name the Mediterranean storm that struck neighbouring Libya last week.

In a video issued by the Tunisian presidency, President Kais Saied of Tunisia declares that “anyone who comes from overseas to watch us is unwanted and will not enter our territory.”

Saied also objected to the name chosen for the Mediterranean storm that earlier this month triggered devastating floods in eastern Libya.

The name, Daniel, was one that should have been questioned, Saied said and added: “He’s a Hebrew prophet.”

“The Zionist movement has infiltrated and the intellect and thinking have mostly been hit. We have become in a state of cognitive coma,” he said.

“From Abraham to Daniel, it is very clear,” he said, referring to the Abraham Accords that Israel eventually concluded with four Arab nations to normalise ties.

“I have no place for the term ‘normalisation,’ that they talk about, since normalisation is a major betrayal of the Palestinian people’s rights to Palestine, to all of Palestine,” the Tunisian president said.

Israel had reached diplomatic accords with four Arab countries under the U.S.-brokered Abraham Accords in 2020 and is now hoping to establish official ties with Saudi Arabia.

The Palestinians view the pacts as a stab in the back from their fellow Arabs and a betrayal of their cause for a Palestinian state.

Israel captured the West Bank, along with Gaza and east Jerusalem, in the 1967 Mideast war.

The Palestinians want all three territories for their future state. Israel views the West Bank as the biblical and cultural heartland of the Jewish people.

There have been no serious or substantive peace negotiations in over a decade, and Israel is currently led by the most nationalist and religious government in its history, making any move toward Palestinian statehood almost unimaginable.

Sam George justifies the selection of Omane Boamah as the director of elections.

The petition objecting to Dr. Edward Omane Boamah’s appointment as the Director of Elections and ICT has been dismissed, according to Sam George, the Member of Parliament for Ningo-Prampram.

Sam George claimed in a statement dated September 18 that the former Minister of Communications was the party member most suited to oversee elections leading up to the general elections in 2024.

“Dr. Omane Boamah is an asset to the ‘great tradition of the party’,” George said, adding “He has served in many portfolios, including Minister of Communications and Minister of Youth and Sports. He is a highly intelligent and experienced individual who has a proven track record of success.”

Sam George’s comments come after a concerned supporter and social activist of the NDC, Delanyo Agbe, raised concerns about Dr. Omane Boamah’s appointment. In a petition to the leadership of the party, Agbe argued that Dr. Omane Boamah lacks the expertise necessary to execute his duties effectively.

However, Sam George dismissed Agbe’s concerns, arguing that he is simply trying to sow discord within the party.

“I urge the Council of Elders to disregard this petition,” George said. “Dr. Omane Boamah is the best choice to lead the NDC to victory in 2024.”

Dear NDC Council of Elders,

I bring you warm greetings from the beautiful twin cities of Ningo and Prampram.
I am writing to you as a dedicated member of our great National Democratic Congress. I am currently the Deputy Ranking Member of the Select Committee on Communications, which exercises Parliamentary oversight of the Ministries of Communications & Digitalization and Information. I currently serve as the Secretary-General of the African Parliamentary Network on Internet Governance, the premier body recognised by the African Union Commission and the United Nations Multi Advisory Group to the UN Secretary-General, responsible for data policy and Internet governance issues. I have previously served on the Board of the National Information Technology Agency and also as a Communications Specialist to President John Dramani Mahama. I have run an ICT practice for almost two decades and have consulted on UNDP and World Bank-sponsored projects in the country. I speak at International Fora as a resource person for international CSOs, the AUC and the UN on technology, data policy, cybersecurity and internet governance.

Forgive the lengthy layout of the credentials above. It is necessary to establish that I have some level of competence on the subject matter to erase any doubts, if any, exist. My letter to you has become necessary following a petition addressed to your good selves and has become a matter of public knowledge. The petition touches on the suitability or otherwise of the nomination and appointment of Dr Edward Kofi Omane Boamah as the Director of Elections and ICT. I recognise the democratic rights of the petitioner to state his discomfort or disagreement with the appointment freely. However, that right must be exercised based on facts and evidenced by substance. I trust that you, our respected Council of Elders, will arrive at the best decision on the petition after consideration of my letter.

The petition raises issues that I will address individually.

LACK OF EXPERTISE:

I find it highly troubling that the suggestion is even made that the appointee needs more election management and ICT expertise. The appointee has served our great Party in government as Deputy Minister for Environment, Science, Technology & Innovation from 2009 to February 2012. He also served as the Minister for Communications from 2013-2016.

In both Ministries, he had responsibilities that covered the ICT sphere. As Minister for Communication, the nominee’s extensive track record is evident. Our government saw growth in leaps and bounds under his leadership in the ICT sector.

The current digitalisation drive in our country runs on the backbone infrastructure that the appointee oversaw, covering investments worth over US$300 million. From the 770km Eastern Corridor Fibre, which has opened up over 160 communities to the power of the internet, to the over 100 enhanced Community Information Hubs to the Accra Digital Center that has provided over 10,000 direct and indirect jobs and placed Ghana as a significant BPO destination to the several e-initiatives undertaken under the e-Ghana project that covered the Judiciary, Parliament, Health, Education, National Security, Immigration and Cybersecurity to the great strides we made in the areas of rural telephony and the National Data Center.

The footprints of the appointee are indelible and establish his remarkable credentials as not just a competent technology leader but a result-oriented leader who can build effective teams and exercise adequate oversight to achieve stellar results. If the appointee could accomplish these and more in four years for our government, I have absolute faith in him to deliver for our party. Indeed, it is even on record that he once strove to build a Mini Data Centre for our party at the national headquarters but for the inability of the then National Executives to agree on which office space to dedicate for the sensitive ICT project.

RISK TO PARTY CREDIBILITY:

The point made by the petitioner is vague. It needs to establish what credibility risk arises by appointing Dr Edward Kofi Omane Boamah (A former Minister for Communications and former Deputy Minister in two ministries between 2009 and 2013). A suggestion that “appointing an individual without substantial experience in the field could undermine the party’s credibility and tarnish its reputation” cannot apply to the appointee. I have established above a summary of the appointee’s experience and competencies, and as such, I am confident that this fear would not materialise as the appointee is well suited to ensure we are not saddled with such challenges.

NEED FOR SPECIALIZED KNOWLEDGE:

 After reading the petitioner’s submission on this point, I reached the respected professional conclusion that he lacks a fundamental understanding of technology leadership. It has long been established that the most efficient and effective technology leaders are not necessarily themselves geeks but those with leadership and administrative acumen and technical understanding. Technology geeks do not necessarily make the best leaders, and this is evidenced when you look at the CEOs of most major technology corporations. Persons with leadership and administrative acumen who appreciate and understand technology are the CEOs and COOs of many Silicon Valley firms.

In this particular case, the appointee has vast administrative expertise as a former Student Leader, Medical Doctor, Deputy Minister, Minister and Deputy Campaign Coordinator in 2012 and has shown stellar knowledge of the technology landscape when he served as Minister for Communications and when he represented Ghana at the International Telecommunication Union (ITU) and the GSMA on several occasions. A case that readily comes to mind is the award Ghana received from the International Telecommunications Union under his watch for our homegrown solution to rural telephony challenges. This solution has been replicated in other parts of Africa, Asia, and Latin America. In addition, under his leadership, Ghana was elected to serve on the Council of the International Telecommunication Union (ITU) for four (4) more years with 130 votes out of 165 ballot papers issued at the Plenipotentiary Conference of the ITU in October 2014 in Busan South Korea. Furthermore, as a technology leader, Dr. Edward Kofi Omane Boamah represented Ghana competently at the international level and successfully lobbied and hosted delegates from the African Region in Ghana for the  Regional Development Forum and the Africa Regional Preparatory Meeting ahead of the 2014 World Telecommunication Development.

It is also important to note that the claim that the Director of Elections and IT must possess specialised knowledge to safeguard against hacking attempts and voter data breaches exposes a need for more understanding of the subject matter by the petitioner. When has this been a requirement in previous appointments in our Party? No one in the world can prevent hacking attempts or data breaches! Absolutely no one! What we require is a team leader who assembles a team that has all the competencies to build a robust system with adequate guardrails to protect the systems in place if hacking attempts happen. Even Google and Microsoft get hacked, but what is essential are the systems in place to ensure process continuity and disaster mitigation. Having experienced first-hand the appointee overseeing the construction of the first Tier 3 Data Center in West Africa under the John Mahama administration and the safety and disaster recovery systems put in place which continue to serve our Nation and its technology and national security needs, I am confident and assured in his ability to replicate same systems for our beloved Party.

YOUTH ENGAGEMENT:

My dear Elders, the facts of the matter cannot be further from the truth. As a former Deputy Minister for Youth and Sports (February 2012 to January 2013 –  during the election year of 2012), the appointee has distinguished himself in his relationship with the youth of our party and the country. He is young, in touch with different age demographics, tech-savvy, and has one of the most active presence on several social media platforms. He is a voice from our Party that connects and resonates with the country’s youth. I state that the appointee has a better rapport with the youth of our party and country on technological platforms than any previous appointee to the said position in the history of our Party. This is the stark truth. Moreover, Dr. Omane Boamah successfully led the youth of Ghana to the 2013 Africa Cup of Nations tournament in South Africa and brought them back home safely without a hitch. The Chairman of the Local Organising Committee of the 2012 ECOWAS Youth Games further operationalised the Mathematics and Science Scholarship Scheme (MASTESS) and the Better Ghana ICT Project, which benefitted many Ghanaian youth.

My beloved and respected Council of Elders, this particular Party appointment sent the most emphatic signal of our seriousness and resolve to annexe power in the 2024 polls. Let no one seek to, for whatever motivation, walk back such a positive and pragmatic step on which our 2024 electoral victory is anchored. The appointee – An ICT Leader, NDC Deputy Campaign Coordinator for the successful 2012 Presidential and Parliamentary Elections, and Secretary to the successful 2011 Get Atta Mills Elected (GAME) campaign team – is loyal, dedicated, focused, analytical and practical. He is a pragmatic perfectionist and is meticulously intentional and thorough. His attention to fine details is rare. His technical ability is without doubt, and his record is without blemish. Moreover, he has quickly set the entire party structures in readiness, exemplified by his management of the ongoing Limited Registration Exercise by the Electoral Commission.

I urge you to dismiss the said petition with alacrity as it has the propensity to shift the focus of the appointee from the solemn task we have handed him. Dr. Edward Kofi Omane Boamah is an asset to our great tradition, and we must use this as an example that our Party appreciates the sacrifice of young people and truly believes in their abilities to deliver whenever the need arises. I am a young man deeply connected to the ‘streets of Ghana’, and I can assure you that the appointee is the best choice at this given time.

I urge the petitioner to withdraw his petition and come on board for us to work towards the rescue mission to build the Ghana we want together.

Minority cautions government about plans to use TEN oil field as security for $431 million loan

The government’s intentions to use the earnings from the TEN oil field as security for a $431 million loan facility from LITASCO have been quickly brought into question by the minority in parliament.

The Minority claims that this arrangement is unlawful and expresses worry that the loan deal would oblige the TEN oil field to provide LITASCO with a minimum of 3.8 million barrels of crude oil annually.

The Ghana National Petroleum Corporation (GNPCrequest )’s to secure the loan until the terms and conditions of the agreement were provided by Parliament was denied, but the presidency has instructed GNPC to seek board approval for the loan anyway, according to John Jinapor, the ranking member on the Mines and Energy Committee, who was speaking to journalists on Wednesday, September 20.

“To our utmost shock, the minority side has become aware that the presidency is using coercive force to compel the GNPC to proceed and execute this loan agreement without parliamentary approval,” Jinapor said, adding “This is unconstitutional, this is unlawful and this is a blatant disregard to the directive and resolution of Parliament.”

The Minority also commended the board members of GNPC who have kicked against the loan agreement. According to Jinapor, the bold move by the GNPC board must be encouraged.

He warned that the move would amount to an unconstitutionality if GNPC goes ahead with the loan agreement without parliamentary agreement.

Krachi East: EC registers 990 new voters’ entrants within seven-days

The Electoral Commission (EC) in the Krachi East Municipal, has registered a total of 990 new voters within seven-days onto the Voters Register in the ongoing limited registration exercise.

The registration of new voters onto the electoral roll ahead of the December 19 District Level Election, the exercise, which is in accordance with Article 45 of the 1992 constitution, has been taken at the 268 District Offices across the country.

The 21-days exercise would afford Ghanaians who have attained the voting age of 18-years since the last registration in 2020 and others who could not register during the last registration exercise to do so now.

Data available from the EC office to the Ghana News Agency (GNA) shows that a total of 990 eligible voters have so far been registered and issued with their Identity Cards.

Mr Wisdom Gidisu, the Member of Parliament (MP) for Krachi East constituency, called on eligible voters to take advantage of the ongoing limited registration exercise.

He appealed to political parties and the public to cooperate with the EC to ensure a successful exercise, encouraging the residents to participate in the exercise and follow laid down processes by the Commission to enable them to be captured onto register.

Mr Kafui Klutse, the Municipal Electoral Director disclosed that the exercise had been well with maximum cooperation from the political parties and the public.

He was optimistic that all potential registrants would be captured during the 21-days period due to the measures put in place in collaboration with the political parties.
