ECOWAS-UEMOA-EU hold tripartite on NDICI

The Economic Community of West African States (ECOWAS), Union Economique et Monetaire Ouest Africaine (UEMOA), and European Union (EU) delegations in Abuja, Ouagadougou and Brussels, respectively have held their third tripartite meeting.

The two West African regional bodies and the European continental grouping met to programme and implement the Neighbourhood, Development, and International Cooperation Instrument (NDICI) 2021-2027 for West Africa.

The tripartite coordination mechanism was organised to consolidate the consultation and cooperation framework as well as better implement the EU’s NDICI at the ECOWAS and UEMOA levels.

It is also to take stock of the implementation of the NDICI, three years after its launch and to agree on recommendations to improve the implementation and effective monitoring of the actions of the instruments in West Africa.

Mr. Jérôme Boa, Director of External Relations of the ECOWAS Commission, stated that the meeting would provide an opportunity to review the actions already undertaken under the 2021, 2022, and 2023 annual plans and the Multiannual Indicative Program (MIP), which amounted to 11. 6 billion euros for the period 2021-2027.

He said it would also ensure that West Africa’s priorities were taken into account, without neglecting recent developments in the region.

Mr Boa noted that there was a need for regular consultation and pre-dialogue between ECOWAS and UEMOA with a view to promote complementarity to ensure a more structured and predicted discussion with the European Union.

According to him, currently six concept notes have been submitted to the EU and 18 regional commitments have been made under AAP 2021, 2022, 2023 and 2024 targeting priority programmes for West Africa and beyond.

“Out of the 18 commitments, 7 commitments have been signed valued at 575.5 million Euros equivalent to 47 per cent of the total value of the SSA-MIP,” he added.

He reiterated the importance of bilateral consultation by identifying gaps, clarifying issues and developing common positions for the scheduled ECOWAS-UEMOA-EU tripartite meeting.

Mr Jonas Claes, chargé d’affaires at the EU Delegation in Ghana, expressed gratitude to ECOWAS and UEMOA for their commitment to supporting the programming and the implementation process of the 2021-2027 Multi-Annual Indicative Programme for Africa.

He indicated that the meeting would identify bottlenecks in the ongoing process and make recommendations aimed at positively impacting the region’s citizens, the main beneficiaries of the programs.

Mr Arnaud Cédric Kiema, Director of Cooperation of the UEMOA Commission, said maintaining the framework for dialogue between the ECOWAS and UEMOA Commissions and the EU would enable the three organisations to present their common vision for the successful implementation of NDICI for the benefit of the people of West Africa.

Aowin NPP Parliamentary Candidate promises youth empowerment

Mr Abanga Yakubu Fuseini, the New Patriotic Party (NPP) Parliamentary Candidate (PC) for Aowin constituency in the Western North Region, has promised to outline policies and interventions to improve upon the wellbeing of the youth in the area.

He said he would prioritise initiatives for youth empowerment, infrastructural development and community support to make life easier for the constituents.

He was speaking to the Ghana News Agency (GNA) after a thanksgiving service for his victory as the NPP PC for Aowin, held at the Church of Pentecost, Enchi.

“The Aowin constituency is one of the largest constituencies in the Western North Region and my footprint is in every Electoral Area, so, I will continue to do more for the constituency if elected as the Member of Parliament (MP),” he said.

Mr Fuseini gave an assurance to work closely with the Constituency Executives, Electoral Area Coordinators and polling station executives to ensure victory for the party in both the presidential and parliamentary in the December 7 elections.

He, therefore, called the constituents especially the youth to vote massively for him and Dr Mahamudu Bawumia for sustainable jobs and development in the constituency.

Mr Emmanuel Obeng, Aowin NPP Constituency Chairman, said the party had begun reconciliation process to bring everyone on board to help guarantee victory ahead of this year’s election.

“With unity of purpose and support to our candidate, NPP will win the Aowin parliamentary seat once again to continue the developmental projects started by Mr Adu Gyamfi, who won the seat for the NPP in 2004,” he said.

Mr Mac Daniel Nyame, the NPP Western North Regional Organiser, also told the GNA that the Regional Secretariat was working hard to win additional parliamentary seats for the party in the region.

Mr Fuseini polled 580 votes to beat Mr Isaac Brew, who had 299 votes.

The Thanksgiving service was attended by some Regional Executives, Constituency Executives, party supporters and Mr Samuel Adu Gyamfi, Aowin Municipal Chief Executive.

We are working to make Ghana ICT hub of West Africa – Communications Minister

Mrs Ursula Owusu-Ekuful, Minister of Communications and Digitisation, says government is building the pillars to make Ghana the Information and Communications Technology (ICT) Hub for West Africa.

“We have implemented some fundamental digital initiatives to serve as the building blocks on which to propel sustainable growth in the digital economy we are building.”

“Initiatives such as the Mobile Money Interoperability platform, the Paperless Port system, National Identity Register, and Digital Property Addressing system have brought relief to our citizens and have propel the country’s digital agenda,” she said.

The Minister made these remarks during the opening of the 12th Information and Communications Technology for Development (ICT4D) event in Accra.

The global event organised by the Catholic Relief Services (CRS) and being hosted in Ghana for the second time, brought together over 600 experts in the ICT space to deliberate on ways to harness digitisation and technology for development.

Mrs Owusu-Ekuful said Ghana had joined the 4th Industrial Revolution to ensure that the country took advantage of the opportunities it offered to transform the economy and provide a firm foundation for growth

She stressed that digitisation was necessary for development in the 21st century, saying, there cannot be development without the pursuit of digitisation in these times.

“We commenced our digital journey in 2017 with the Digital Ghana Agenda, a vision to leverage technology to deliver public services, promote transparency, efficiency, and easy access to all citizens irrespective of location,” she said.

Mr Daniel Mumuni, Country Representative of the CRS, commended the Government for its digitisation agenda to improve accessibility and productivity.

He said the Conference would explore how ICT and data innovations were making a measurable difference in millions of peoples’ lives and increasing the impact of humanitarian relief, development, and conservation programmes.

“We hope to also advance global knowledge exchange and build capacity on digital development to drive more impactful use of technology for good.”

“We are excited to be hosting this conference in Accra where over 700 people have gathered from different countries to the country,” he added.

Founded in 2010, the ICT4D Conference has grown each year to become an internationally recognized high-profile platform for NGOs, community-based organizations, private sector companies, governmental and multi-lateral agencies, investors, donors, academic and research institutions to exchange experiences in using digital technologies and learn from each other.

Nana Boakye inaugurates Oti Regional NPP campaign team

Mr Henry Nana Boakye, the National Organiser of the New Patriotic Party (NPP), has inaugurated the Oti Regional Campaign Team for the 2024 presidential and parliamentary elections. 

He was hopeful that the team would grant the NPP a resounding victory in the December 7, polls. 

Nana Boakye admonished the team to work with the various constituency and polling station executives to ensure high turnout for Dr Mahamudu Bawumia and all the nine-parliamentary candidates in the region for the December polls. 

He tasked the team to resolve all internal challenges that resulted from the parliamentary primaries for victory for the NPP. 

Mr Smith Danquah Buttey, First Vice Chairman, urged members of the campaign team to unveil themselves for the specific jobs that would be assigned to them so that the party could win its targeted seats in the parliamentary elections. 

He touched on the unprecedented achievements of President Nana Akufo-Addo and urged the campaign team to build on to deliver victory for the party. 

Mr Felix Ade, the Oti Regional Organiser, on behalf of the team, pledged to work hard to deliver over five seats in the region to the party. 

He said the huge turnout during the last limited registration exercise organised by Electoral Commission (EC) was an indication of the region’s readiness in ensuring that the party won the 2024 general election. 

Oti Regional House of Chiefs operating in a rented house – Krachi wura

The President of the Oti Regional House of Chiefs, Nana Mprah Besemuna III, says the Regional House of Chiefs currently operates from a rented four-room apartment at Dambai. 

Krachi-Wura said the structure was inadequate to meet the demands of the workload for the Regional House of Chiefs. 

Speaking during the engagement with former President, John Dramani Mahama during his “Building the Ghana we want Tour,” in the Oti Region, the chiefs said the conference Hall, where meetings are held, is not conducive to carry-out its mandate. 

The chiefs said the house depended on the Regional Coordinating Council (ORCC) conference Hall to undertake its constitutional statutory duties, which affected the discharge of duties, especially when ORCC also required to use same facility. 

On behalf of the Oti Regional House of Chiefs, Nana Besemuna appealed to former President, should he be elected again in the December 7, 2024, to allocate Funds for the establishment of the Regional House of Chiefs administration office and some additional seed-capital for the running of their daily obligations. 

Mr Mahama, in response, thanked the chiefs and assured them of an NDC government will accede to their demands. 

He said as a Region, there must be enough infrastructure to accommodate all offices to carry-out its mandates, adding “There must also be Police headquarters and the present of military for proper security and safety.” 

Mr Mahama said the region had a brighter future and promised the next NDC government would properly spread structures for the region to meet standards. 

NPP Parliamentary Candidate for Shama tours constituency

Mr Isaac Kwamina Afful, the New Patriotic Party (NPP) Parliamentary Candidate (PC) for Shama Constituency, has embarked on courtesy calls on the chiefs and elders to formally introduce himself NPP PC for the area. 

The three-day exercise was to seek their blessings and support, and to officially begin his campaign activities towards the 2024 parliamentary election. 

Speaking to journalists after the tour, Mr Afful said as the custodians of Shama, it was necessary to first introduce himself to the traditional authorities as NPP PC, and court their support to undertake his campaign activities in the area.  

He thanked them for their warm reception, and said the gesture signified the trust they had in him to bring the development they desired when elected as the Member of Parliament (MP) for Shama Constituency.  

“I embarked on this tour to officially introduce myself to the chiefs and elders within the 65 communities in the Constituency to let them know that it is Isaac Kwamina Afful who will be on the ballot paper as the NPP Parliamentary Candidate, so they should support me,” he said. 

On his vision for the Constituency, Mr Afful noted that he would prioritise interventions to improve upon the key sectors of the local economy including education, health, youth employment, sports infrastructure and sanitation among others. 

He also promised to work closely with the traditional authorities to implement sustainable policies to spur development in the area when given the nod to represent them in Parliament.  

According to him, before being elected as the NPP PC, he had successfully executed some development projects in some of the communities, including the construction of modern toilet facilities, and classroom blocks, among others.  

“All these are testaments to my competence and commitment to bring hope to the constituents of Shama when they vote for me to become the MP for the Constituency,” he stated.  

Mr Afful expressed confidence of being elected as the MP for the area in this year’s general elections, saying his record of accomplishment in terms of development gave him the edge over other candidates. 

Nana Akosua Mfrasie II, Chief of Lower Inchaban, congratulated Mr Afful on his election as the NPP PC for Shama and prayed for God to grant him his desire of becoming the MP for the area. 

She urged him to ensure he served the people with humility and honesty and delivered on his promises when elected as the MP December 7, 2024. 

Nana Kwamina Ekutan II, Chief of Dwomo, also encouraged the PC to embark on his campaign activities based on ideas and solutions to the challenges facing the Constituency, and not one that would disrupt the peace and unity in the area. 

He asked him not to turn his back on the people when given the chance to go to Parliament, but to ensure every community had its fair share of development projects. 

Other chiefs and elders took turns to offer congratulatory messages to Mr Afful, and outlined their various development needs which he should help resolve when he became the MP for Shama Constituency.  

Mr Afful, who beat the incumbent MP, Mr Samuel Erickson Abakah, in the recent NPP parliamentary primary, would be looking to retain the seat for the Party against his main contender, Madam Emelia Arthur, the National Democratic Congress PC for the area.  

I will bring back inactive members, aspiring PNC General Secretary promises

Mr Yakubu Faharudeen, an aspiring General 

Secretary, for the People’s National Convention (PNC) says he will bring back into the party the numerous inactive members when given the nod. 

Mr Faharudeen said bringing such members back would enhance the chances of the party to Ghana’s December 7, 2024, general election. 

He said there were vibrant members who have relaxed and others joining 

other parties due to the disunity and lack of resources in the PNC, a situation that was 

hindering the progress of the party. 

He explained that the party was endowed with brilliant and talented members 

who would be able to utilise their skills to support the party if brought back to the 

Party, saying that he was in good relationship with most of them who were 

supporting the path he had taken. 

Mr Farudeen, who is currently the Deputy General Secretary told the Ghana 

News Agency (GNA) in an interview that, he had gained enough knowledge and experience in his current position as well as being a member right after he completed tertiary level of education. 

He added that he would ensure that the few resources the party has is well 

utilised in regaining parliamentary seats they lost over the years for the PNC 

party. 

“Usually when there is a runoff in a general election, you see some of our 

leaders joining either NPP or NDC and after joining, they don’t come back to 

the party,” he stated. 

The aspiring general secretary added that he would ensure that polling 

agents are brought on board and trained towards the upcoming election 

while he gets acquainted with their families to win their votes for the 

Party. 

He said the PNC was the best alternative when it comes to developmental ideas 

for Ghana, adding that politics of ideas in the country was gradually fading out due to monetisation of politics in Ghana. 

The aspiring General Secretary added that he became discouraged after 

he contested for parliamentary position and saw how people were being induced 

with money, stressing that the menace had been a bane to Ghanaian politics. 

He said as a Ghanaian child nurtured by PNC parents, he became an active 

member right after tertiary education, and gained the necessary 

foundation to skilfully serve the party and country at large. 

He said electing him would be the first time the party would have a 

secretary who hails from the northern part of Ghana but was very good 

in other local languages in the southern part, a quality he said was crucial 

for the party to thrive. 

He stated that he was possess the qualities the party needs to break ground in the 2024 election and the future, emphasising that the agenda of getting zongo people into the party and celebrating the party’s 29th anniversary celebration emanated from him. 

“When I get the nod, this country is going to experience a different type of 

PNC we are going to show the NPP and NDC the exit,” he stated. 

Over 300 women farmers at Gumo trained on mushroom farming

A total of 300 women farmers at Gumo in the Kumbungu District of the Northern Region have been empowered in mushroom farming to enhance their economic opportunities and help mitigate rural urban migration.

The initiative sought to transform mushrooms into innovative ready-to-eat snacks and meals and drive positive change in the beneficiary community.

It also sought to empower local farmers to significantly reduce post-harvest losses, and meet the surging demand for healthier food options.

The training formed part of the DeliMush project under the Kosmos Innovation Center (KIC) Agritech Business Challenge in the Northern region.

Madam Aisha Abdullah, Business Lead, DeliMush Project, speaking during the training at Gumo, said the training emanated from rigorous market research on mushroom farming and compelling pitches throughout the challenge spearheaded by KIC.

She said the training would impact knowledge about mushroom farming and foster agricultural literacy among the youth in rural communities and schools, especially in the Kumbungu District.

She added that the empowerment would go a long way to support women and youth to become financially independent while helping to support their education and businesses to minimise the surging unemployment in the area.

She said: “Our commitment to excellence is evident in the transformation of mushrooms into innovative ready-to-eat snacks and meals, not just as a business venture but as a beacon for positive change.”

 Madam Abdullah said DeliMush had over 100 retailers in the market to expand the consumption of mushrooms among residents in northern Ghana.

She said the organisation had signed a Memorandum of Understanding with the Rising Farmers Organisation to solidify its commitment to sustainable agriculture and community development.

“We established a symbiotic partnership with a community nutritionist in the Kumbungu District amplifying our reach and impact.”

Mr Abubakar Yakubu, Marketing Officer of DeliMush, said KIC Agritech Challenge served as a distinguished platform that elevated innovative agritech ventures, fostering collaboration and driving tangible socio-economic impact.

He said the surging demand for healthier food options in the northern part of the country had raised concerns about nutritional foods that were not well known due to lack of marketing strategy.

Ghana requires strong institutions to enforce mining laws-Solicitor

Mr. Alhassan Iddrisu, Legal Officer of the Centre for Public Interest Law (CEPIL) has emphasized the need for strong institutions to uphold the mining regulations by acting against mining companies violating the mining laws. 

  

 He was speaking at a stakeholder engagement to address human rights violations in Ghana’s mining sector at Goaso in the Ahafo region. 

  

The event, organized by CEPIL in partnership with WACAM and OXFAM, aimed at reviewing current mining policies and Acts to address existing gaps to ensure the protection of the country’s natural resources. 

  

  Mr. Iddrisu called for the enforcement of laws and the possibility of revoking mining licenses of companies that do not comply with regulations to protect the country’s natural resources for the well-being of its citizens and the sustainable development of the nation. 

  

 Mr. Iddrisu said the negative impacts of mining activities in Ghana are poor infrastructure, environmental degradation, and contaminated water sources.  

  

He said despite the existence of minerals and mining regulations, enforcement has not been effective since the inception of mining in the country.  

  

  Mr. Iddrisu cited instances where mining companies have polluted water bodies and the environment without facing appropriate consequences for such actions as outlined in the mining Act and policy.  

  In a subsequent interview, Mr. John Mensah, a participant from Terchire, highlighted the disparity between Ghana and other countries in terms of mineral revenue, saying Ghana received the lowest percentage of mineral revenue as compared to other nations. 

   

He said the government has to consider amending the percentage of mineral revenue allocation to benefit all citizens, particularly those residing in mining areas to ensure that everyone in the country gains from mineral extraction.
