Ghana needs independent, neutral government to take “tough” national decisions

Mr Kweku Duodu Essuman, an entrepreneur, has urged Ghanaians to rally behind an independent presidential candidate who will form a “normalisation” government to pull Ghana from despair.

A normalisation government, he said, would be a neutral and independent government that would be able to take tough national decisions without any political party bias or interference.

He said this was the only way the country could have a wholistic development devoid of the NPP-NDC duopoly of governance, which only sought the interest of their members and cronies without recourse to decisions and policies of national development.

Mr Essuman said this in at a press briefing on the topic “Ghana needs Normalization Government now for just one term.”

He said: “By normalisation, I mean a special- purposed one-term government that will target the implementation of policies and strategies fundamental to the socio-economic development of the country which past governments have ignored and current  governments formed by political parties can also not implement over time.”

“There are some fundamental actions, policies, programmes and strategies that should be put in place to fast-track our development which these two parties have failed to implement and will fail to do so, should they be in power even for the next century,” he added.

Mr Essuman stressed that this was the only way out because the system had crippled both the NPP and NDC, making it difficult for them to do what was right because it would make them unpopular.

He said the normalisation government should be constituted by an independent President and Vice President and not more than 19 ministers who would all hold office for just one term and be excluded permanently from future politics of the country.

He added that such a government should have four key priorities, which were changing the 1992 Constitution, fixing the economy and creating jobs, reducing the rising political temperature in the country, and mobilising all Ghanaians home and abroad for nation building.

Mr Essuman said the 1992 Constitution had passed its useful purpose and needed to be changed, saying, the problems of the current system of governance could be attributed to the Constitution.

He called for the implementation of a national strategic development plan to repair the economy instead of the sloganeering and short-term initiatives of political party governments which did not meet the needs of the people but only added to the country’s growing public debt expenditure.

“The importance of National Development Planning cannot be overemphasized. Any attempt at restructuring the economy should begin with a medium to long term economic blueprint,” he stressed.

Mr Essuman said the only way the rising political temperature could be reduced was to bring in the new government that would put both the NDC and NPP in opposition to curtail the undue political interference and “winner-takes-all” culture in the administration of the country.

“I am, therefore, calling on Ghanaians to give the normalisation government a thought. Let us all help fix the leadership challenges the country faced,” he added.

14 women to contest assembly elections in Tema West

Fourteen women have filed nominations to contest in the upcoming district level elections in the Tema West Constituency of the Greater Accra Region.

They come up against an overwhelming army of 49 men in the officially non-partisan local government election across the 11 electoral areas in the constituency.

Halcrow witnessed a total of seven contestants, with two females and five males.

Dzata-Bu recorded one female and three males, Kassadjan, two females and three males, and the Railways electoral area had one female and four male contestants.

In Kaiser and Wolei, electoral areas, no female is contesting, but both areas recorded male candidates, with Kaiser recording five and Wolei, recording three male contestants each.

The Sakumono electoral area reported two female and four male contestants. Baastona showed one female and seven male candidates, while Lashibi recorded two females and six males.

Klagon had one female and six male contestants, while Adjei Kojo noted two females and three male candidates.

In all, a total of 63 aspirants have officially filed to compete in this year’s district level elections, with an overwhelming 49 male contestants.

At the Unit Committee level, 46 females officially filed their nominations out of 149 contestants with 103 being males.

Halcrow electoral area posted eight females out of a total of 12 contestants, Dzata-Bu recorded four females out of 13 contestants with Kassadjan, Railways and Kaiser electoral areas, recording three female contestants each, with each a total of five, nine and seven, respectively.

It is estimated that 6,272 assembly members and 32,360-unit committee members will be elected nationwide in 2023.

Major cocaine haul intercepted off Senegal

One of the biggest drug seizures in Senegal’s history has involved the military seizing over three tonnes of cocaine from a ship moored off the coast.

The navy made the announcement on Tuesday, stating that the ship had ten crew members on board when it was seized on Sunday night in international waters, one of whom was Senegalese.

The vessel was then escorted to the Admiral Faye Gassama Naval Base in the capital Dakar on Tuesday for “identification and logging of the seized products”.

The navy did not provide further details.

West and Central Africa has long been considered a key transit zone for drugs coming from Latin America. Now the region has also become one of high consumption, according to the United Nations Office on Drugs and Crime (UNODC).

Between 2019 and 2022, at least 57 tonnes of cocaine were seized in or en route to West Africa, 4.7 tonnes of which were in Senegal.

In January this year, Senegal seized more than 800 kilos of cocaine off the coast of Dakar.

The global number of cocaine users has grown steadily in recent years, with UNODC saying in its annual report in June that there were an estimated 22 million users in 2021.

However, the UN body also noted that cocaine seizures have grown faster, containing the supply of the drug to some extent.

British-Nigerian hacker accepts a guilty plea in a US court for $6 million fraud.

Idris Dayo Mustapha, a 33-year-old British-Nigerian, has acknowledged that he was the mastermind behind a sophisticated seven-year cyber fraud scheme.

Mustapha was a major player in a hacking ring that targeted US corporate email and brokerage accounts between 2011 and 2018, causing significant losses that topped $6 million (£4.7 million).

US authorities had been pursuing Mustapha for several years.

His crimes carry a jail term of up to 20 years.

Mustapha pleaded guilty plea at a court in Brooklyn, New York, on Tuesday to four charges: computer intrusion, securities fraud, wire fraud, and access device fraud, the BBC reported.

Authorities say Mustapha and his ring hacked into the computer servers of financial institutions in the US to access confidential user data, such as users’ personal identifying information.

They then used the stolen information and passwords to transfer funds and securities from the accounts of their victims to accounts under their control.

They also used the hacked accounts to conduct stock trades without the knowledge of the account holder.

Russia claims that a frigate using cruise missiles strikes the military facilities of Ukraine.

Russia’s defense ministry said early on Wednesday that a Russian Black Sea Fleet frigate had attacked Ukraine’s military infrastructure with four cruise missiles.

“The crew of a frigate of the Black Sea Fleet received a task of launching a strike with Kalibr cruise missiles in the shortest possible time against enemy military infrastructure,” the ministry said on its Telegram messaging app.

No immediate comment was made by Ukraine about the infrastructure being hit overnight, and Reuters was unable to independently verify the claim.

Reuters could not immediately establish when the attack took place. A video of the reported attack published by the ministry on the Telegram showed a ship launching missiles during what it seemed like sunrise or dawn hours, but there was also a footage of daylight.

Ukraine’s navy said late on Tuesday that the Russian navy had kept two submarines with a total equipment of up to eight Kalibr missiles on combat duty in the Black Sea as of Tuesday evening.

“The missile threat level is high,” Ukraine’s navy said on its Telegram messaging app.

The Black Sea has become a crucial theatre in the 21-month-long war. Ukraine’s increased air and sea drone attacks on Russian military targets there have damaged ship and naval repair yards in the port of Sevastopol, and struck other targets.

Moscow uses its fleet in the Black Sea to launch long-range strikes on Ukraine. But for President Vladimir Putin, the waters – which connect to the Mediterranean Sea – are also an important springboard for projecting power into the Middle East, Europe and the West.

Ukrainian President Volodymyr Zelenskiy said Kyiv’s ability to strike warships and diminish Russian surveillance in the Black Sea have undermined Russia’s war efforts and helped Ukraine to secure a shipping route to export its grain.

Russia is drafting a requirement for foreigners to sign a “loyalty agreement.”

Since President Vladimir Putin ordered troops into Ukraine in February 2022, Russia has introduced a number of strict laws that outlaw discrediting the military, and courts have handed down lengthy jail sentences to opposition activists.

As the 2024 presidential election approaches, Putin has framed the conflict as part of an existential battle with the West, saying he will defend Russia’s “sacred” civilisation from what he portrays as the West’s decadence.

The interior ministry of Russia has prepared draft legislation that would force foreigners to sign a “loyalty agreement” mandating them not to criticise official policy, undermine Soviet military history, or violate traditional family values.

The TASS state news agency reported on Wednesday that the draft legislation had been prepared by the interior ministry and would force all foreigners entering Russia to sign an agreement that essentially restricts what they can say in public.

A foreigner entering Russia would be prohibited from “interfering with the activities of public authorities of the Russian Federation, discrediting in any form the foreign and domestic state policy of the Russian Federation, public authorities and their officials”, TASS said.

The proposed agreement would include clauses about morality, family, “propaganda about non-traditional sexual relations” and history.

In particular, foreigners would be barred from “distorting the historical truth about the feat of the Soviet people in the defence of the Fatherland and its contribution to the victory over fascism”.

The Soviet Union is estimated to have lost at least 27 million people in World War Two and eventually pushed Nazi forces back to Berlin. Governments loyal to Moscow then took power across swathes of eastern Europe.

It was not clear from Russian media reports which foreigners the draft legislation – if it becomes law – would apply to or what the punishment would be for not adhering to the “agreement” which foreigners would have to sign upon entry to Russia.

The Kremlin declined to comment on the initiative.

‘LOYALTY AGREEMENT’

Opposition activists and foreign diplomats in Moscow have for months been warning that the authorities are toughening their stance on any dissent ahead of the presidential election.

The Kremlin said earlier this month that some measure of censorship was needed as Russian troops were fighting in Ukraine, and cautioned those who wanted to criticise the military to think carefully before they did.

For the draft to become law, it has to be introduced to the State Duma, Russia’s lower house of parliament, and to go through committee review and several readings before being submitted to Putin for signing.

The chairman of the Duma’s CIS Affairs Committee said that the draft law was well advanced and was being worked on by the interior ministry, the government, the presidential administration as well as his committee.

“The draft law on the so-called ‘loyalty agreement’ with migrants entering the Russian Federation is in a high degree of readiness,” Leonid Kalashnikov told Interfax.

Kalashnikov said some details of the proposed law were still to be worked out. The interior ministry did not immediately respond to requests for a comment.

The law has not yet been introduced formally in parliament, according to Reuters searches of the Duma’s database.

Since the start of its war in Ukraine, Russia has imposed a number of restrictions on foreigners from what it calls “unfriendly countries” – meaning those that have imposed sanctions on it over its war in Ukraine.

WHAT HAPPENED?

Despite having a multitude of shots on goal, the Parisians had been unable to find a way past Nick Pope in the Newcastle goal. At least until the home side were awarded a penalty in the dying moments of the game, after an Ousmane Dembele cross struck the elbow of Tino Livramento. PSG were perhaps fortunate to be awarded the penalty given the ball first bounced off Livramento’s torso – much to the dismay of the Newcastle players and fans alike. Kylian Mbappe emphatically dispatched the spot kick to keep qualification in PSG’s hands.

Alexander Isak had put the Magpies in front against the run of play, with PSG managing a grand total of 31 shots in the game, albeit just seven on target. Irked by claims that his side had been lucky to earn a point from the game, and remain strong favourites for qualification, Luis Enrique hit back at the criticism.

WHAT ENRIQUE SAID

When quizzed on the penalty call after the game, Luis Enrique said: “This is football, it is not basketball. We are one of the teams that scores the most goals in Europe, there is no doubt. One day the ball doesn’t want to go in and this is what happens. It’s like the script of a horror movie, but I hope to finish first in the group.”

Having secured a point, and snatched a precious two from Newcastle, PSG sit second in Group F. They are set to travel to Borussia Dortmund on the final matchday, with the German club already through to the round of 16. Meanwhile, Newcastle host AC Milan needing a victory, and a favour from Dortmund, to qualify.

This is football and we are used to it.

The Catalan giants narrowly escaped an FC Porto scare in the Champions League on Tuesday as they came back from behind to beat the Portuguese giants 2-1 riding on Joao Cancelo and Joao Felix’s strikes.

Prior to the game, the five-time Champions League winners had managed to win just two out of their last five outings across all competitions including a defeat in El Clasico and a loss against Shakhtar Donetsk.

Following Paris Saint-Germain’s “complete dominance” against Newcastle United in the Champions League, Kylian Mbappe conceded that he “could have done more.”

The 24-year-old French international was on hand to score a critical equalizer from the penalty spot in injury time after Tino Livramento was found to have touched the ball in his own box. He played the entire ninety minutes at the Parc des Princes on Tuesday.

Paris Saint Germain secured the 1-1 draw and maintained their position in second place across Group F, with the Magpies following closely in third, just two points behind the Ligue 1 giants. The controversial penalty decision was hugely detrimental for Eddie Howe’s team, who would have moved above PSG if they had secured the 1-0 win away from home on Tuesday.

Speaking after the conclusion of the 1-1 draw in Paris, Mbappe admitted he could have done more on the evening to secure all three points for his side. “I try to be at my best every night. I think I could have done more for my team. I had a lot of chances and I didn’t score more goals,” he told RMC Sport. “I had chances to score, I have to score, that’s clear. Anyone with eyes saw that we dominated. It is we who must be more efficient in the last gesture. We totally dominated. We have to finish our chances, we had too many in a Champions League match. We must not give up, because there is one match left and the objective is to be first in the group so we must win in Dortmund. The message is clear!”

Fiaseman Rural Bank PLC pays dividend to shareholders

Fiaseman Rural Bank PLC at Bogoso in the Western Region, has recommended payment of GH¢ 2.7 million worth of dividend to its shareholders for the 2022 financial year.

Although the Bank encountered challenges, the Board of Directors, Management and some prominent personalities worked hard to make way for the approval.

Dr Anthony Sarpong, the Board Chairman of Fiaseman Rural Bank PLC, announced this at the 34th Annual General Meeting (AGM), to discuss the 2021 and 2022 annual report.

“Currently we are paying 0.86 per cent of our dividend per share to shareholders, compared to 0.6 per cent paid in the last year, which is a plus to the current board and management.

It also shows a good sign that the bank is doing well, and going forward we may even be able to pay GH¢1.00 per share,” said the Board Chairman.

On the bank’s performance, Dr Sarpong stated that despite the economic challenges, Fiaseman Rural Bank PLC performed incredibly well by recording an impressive profit before tax of GH¢14, 398, 799 in 2022, as against GH¢11, 099, 819 in 2021 representing a growth of 29.72 per cent.

This, he explained, was due to the astute leadership style of the Board, Management and staff to ensure better returns for all stakeholders. 

The Board Chairman said the total assets of the bank grew from GH¢240, 708, 291 in 2021 to GH¢351,893, 819 representing 46.19 per cent, added that, “Every bank thrives on deposit and I am glad to inform you that the deposit of the bank grew from GH¢208, 240, 311 in 2021 to GH¢308, 273,143 representing 48.03 per cent.

He mentioned that the banks’ investment in Treasury Bills and other investment increased from GH¢109, 216, 538 in 2021 to GH¢175, 373, 811 representing a growth of 60. 57 per cent.

The Board Chairman said out of the total investment in government securities, GH¢18, 281, 575 constituted bonds which were affected by the DDEP and same was exchanged for GH¢19, 733, 935. (including accrued coupon). 

Additionally, he revealed that the shareholders’ funds appreciated by 28.76 per cent from GH¢24, 507, 853 in 2021 to GH¢31, 555, 106 in 2022, while a total of GH¢163, 518 was spent in relation to Corporate Social Responsibility.

The bank awarded scholarship to 23 tertiary students, donated two motorbikes to the Ghana Police Service at Prestea, constructed a police post at Bawdie, supported Appiatse disaster victims, Ghana Education Service training of new teachers and rehabilitated the regional directorate, assisted the Ghana National Association of tailors and dressmakers, and the Ghana National Fire Service, Dr Sarpong added.

He said at the Ghana Club 100 awards, the bank placed 53rd position, and in the Association of Rural Banks Ghana – the bank won the Best Regional Rural Bank-Western Region and was also placed among the top 15 companies in the Wassaman Entertainment Awards in 2022.

On the outlook for the coming years, the Board Chairman stressed that “Looking at the significant role your bank is playing in the Rural bank in sub-sector, it is incumbent upon us to maintain the momentum so as not to be taken by events.

The board is poised to invest in human capital since every sustainable business thrives on well-trained human resources.” 

Again, the bank shall deepen its quest to serve its esteemed customers with the state-of-the-art technology given the digitalisation of the banking industry.

The bank is also collaborating with ARB Bank PLC to take advantage of the mobile and Agency Banking Application which would take off in the fourth quarter of 2023.

In view of this, the Bank was entreating its cherished customers to take advantage of the new developments when rolled out, Dr Sarpong advised.

He expressed appreciation to their forefathers who established the bank, patrons in development, regulators, traditional authorities, shareholders, customers, past and present directors, management and staff for their dedication and commitment all these years.

Mr Alex Kwasi Awuah, the Managing Director of ARB Apex Bank PLC, appealed to the Government to release their locked-up funds and reduce the tax on rural banks to use those monies to develop their respective operational areas.
